TO: Economic Development Commission <br /> <br />FROM: City Administrator <br /> <br />RE: Economic Development Commission Business <br /> <br />Enclosure (D2-a) Memorandum of Understanding regarding Ramsey's Comprehensive Plan <br /> between the Metro Council and the City of Ramsey <br /> <br />CASE ~1: SANITARY SEWER AVAILABILITY DATE IN REGARDS TO THE SECOND CONNECTION FOR <br /> <br />THE CITY OF RAMSEY AND THE CAB INTERCEPTOR: <br /> <br />Mr. Charles Weaver, Metro Council Chairman, will be present to discuss <br />this issue with the Ramsey Economic Development Commission. At the last <br />EDC meeting, this came up and it was decided to have Mr. Weaver go over <br />this very critical issue. <br /> <br />There are several issues that should be addressed to Mr. Weaver: <br /> <br />1) <br /> <br />Ramsey's Second Connection - This sanitary sewer connection <br />is extremely critical for Ramsey. Our concerns are that the <br />Metro Council is not too anxious to construct the interceptor <br />leg that will serve Ramsey. Consequently, the City of Ramsey <br />is requesting that they (the Metro Council) enter into a <br />Memorandum of Understanding. However, the Metro Council won't <br />enter into an agreement or at least they have indicated so to <br />the City Staff. <br /> <br />The major question we have in regards to the second connection <br />is why won't the Metro Council agree to enter into a Memorandum <br />of Understanding in regards to when it will provide a second <br />connection to the City of Ramsey? The Metro Council has <br />the following from us: <br /> <br />a) <br /> <br />Metro Council has demanded that the City of Ramsey <br />fully commit itself to their total approach to land <br />use planning which entailed very indepth planning <br />for the City: <br /> <br />1) Prepared sanitary sewer study <br />2) Prepared drainage study <br />3) Prepared park plan <br />4) Prepared land use plan and developed <br /> Ordinance to enforce it <br />5) Prepared Five Year Capital Improvement <br /> Program Budget and a Fiscal Analysis Study <br /> <br /> <br />
