TO: Economic Development Commission

FROM: City Administrator

RE: Economic Development Commission Business

Enclosure (D2-a) Memorandum of Understanding regarding Ramsey's Comprehensive Plan
between the Metro Council and the City of Ramsey

CASE ~1: SANITARY SEWER AVAILABILITY DATE IN REGARDS TO THE SECOND CONNECTION FOR

THE CITY OF RAMSEY AND THE CAB INTERCEPTOR:

Mr. Charles Weaver, Metro Council Chairman, will be present to discuss
this issue with the Ramsey Economic Development Commission. At the last
EDC meeting, this came up and it was decided to have Mr. Weaver go over
this very critical issue.

There are several issues that should be addressed to Mr. Weaver:

1)

Ramsey's Second Connection - This sanitary sewer connection
is extremely critical for Ramsey. Our concerns are that the
Metro Council is not too anxious to construct the interceptor
leg that will serve Ramsey. Consequently, the City of Ramsey
is requesting that they (the Metro Council) enter into a
Memorandum of Understanding. However, the Metro Council won't
enter into an agreement or at least they have indicated so to
the City Staff.

The major question we have in regards to the second connection
is why won't the Metro Council agree to enter into a Memorandum
of Understanding in regards to when it will provide a second
connection to the City of Ramsey? The Metro Council has
the following from us:

a)

Metro Council has demanded that the City of Ramsey
fully commit itself to their total approach to land
use planning which entailed very indepth planning
for the City:

1) Prepared sanitary sewer study
2) Prepared drainage study
3) Prepared park plan
4) Prepared land use plan and developed
Ordinance to enforce it
5) Prepared Five Year Capital Improvement
Program Budget and a Fiscal Analysis Study
