b)

Landowners in the~second connection (sanitary sewer)
area - These people have been sitting on expensive
land, tax-wise, and have been told that their property
will soon have sewer via the second connection.

Summary - Metro Council does not want to enter into a Memorandum
of Understanding (Please refer to enclosure D2-a) with the City
and we feel it is a must for good planning. Maybe Mr. Weaver
can explain why it isn't good for the Metro Council to commit
itself.

2)

CAB Interceptor - We should be very concerned about when this
project will be completed as we know the Anoka Treatment Plant
offers very limited capacity. The future of our growth will
definitely depend on this CAB project. This project started
ou~ many years ago and there has been a lot of dollars spent
on it by the Metro Council. However, we are now hearing hold-
up on development in Ramsey until Brooklyn Park, Champlin, and
Maple Grove complete their growth.

Question - Does Ramsey have a danger of not being hooked up to
the CAB Interceptor?

CASE #2: LOCAL DEVELOPMENT CORPORATION (LDC):

The Commission, at their last meeting of March 31, 1982, decided not to
act on this issue until all members were present.

Your action will be to make a recommendation to the City Council.
