The CAB interceptor is also important for Ramsey. We could be caught in a tight bind
over this. All we have wanted is to be treated equally. We'd like to know when we
are scheduled for the interceptor. It is important for industry in Ramsey.

Mr. Charles Weaver reiterated that this issue has been around for a long time. It
is also very important to the Metro Council. The delay for the interceptor was in
Brooklyn Park and it will be done sometime in the future with Metro dollars.

First there was the agreement with the Comprehensive Plan to insure a guided growth
policy whereby we could not allow building on small lots and bail out a community on
sewer problems. Metro Council feels proper steps have to be taken. The interceptor
will be built by 1986 but not sure exactly when.

City Administrator Schnelle stated that it has come back that Ramsey would be for-
gotten regarding the interceptor. We have heard this from several sources.

Mr. Weaver stated that financing is a big problem.

Commissioner Menkveld asked if a part of Andover will be served by the line.

Mr. Weaver said that Andover will not be a part of that line and~ that they have been
told they will not get it.

City Administrator Schnelle said they were told the cost to run up our line would be
about $1 million if we were to have the line in by 1984. We have developers who are
ready to move. That is why Ramsey developed the memorandum of understanding as we
don't want to be caught out on a limb.

Mr. Weaver stated that he can't say for sure, as Champlin and Brooklyn Park must be
connected first.

Commissioner Menkveld asked if Ramsey is like Andover in that we are in the plans but
may never see the connection.

Mr. Weaver reiterated that it will go but they're not sure when. Mr. Weaver stated
that the Metro Council is very understanding. There had been a lot of pressure for
the Dunham Oaks area.

City Engineer Raatikka stated that Dun.ham Oaks Anoka's problem.

Mr. Norm Holm asked if there was a problem with running the line in that the original
concept in 1976 was to run the line north to Ramsey.

Mr. Weaver stated this concept has been around for years.

Mr. Holm asked if this line is to service Anoka's industrial area.

Mr. Weaver said that if Ramsey didn't want a second connection there wouldn't be one.

City Administrator Schnelle stated that Ramsey does want one. Ramsey is concerned
on the trunk cost for the interceptor. We feel we do pay our full load and we can
have the second connection if we want to pay for it. Ramsey is at the end of the line
and costs are rising. If we can't have it now then can we have an agreement as to
when. People come and go and if we don't have something in writing we can get hu~t.

EDC/April 14, 1982
Page 2
