It hinges on the Metro Council and there is only the one issue now, a memorandum of
understanding.

Mr. Weaver stated that they do understand Ramsey's frustration and are working on
them. Metro Council is concerned of Ramsey's needs.

Commissioner Menkveld said that it isn't like we have sewage running in the streets.

Mr. Weaver said that is not happening any more.

Commissioner Menkveld asked what if there is an area like that today. Would you
have to bail them out?

Mr. Weaver stated no, as there is no Federal money and they couldn't do it now.

City Administrator Schnelle asked if the Anoka plant is owned by the Metro Council
and if ~amsey has as much right to it as anyone else as he had been told it would
serve Anoka first and then Ramsey.

Mr. Weaver said it is owned by the Metro Council.

Councilman Cox thanked Mr. Charlie Weaver for coming out.
