Mr. Luchine suggested that Ramsey use a slide presentation on our community as <br />this would be easier than physically showing a prospective company who may intend <br />on locating here. We should have a labor survey showing what is available in a <br />30 mile radius regarding our work force. We can lose in the labor field.. In the <br />Five Year Capital Improvement Plan we can show how this can relate to Ramsey. <br />There should be a pamphlet regarding Ramsey (fact booklet) which explains all <br />about the City. We can pick up companies from out of State but if they had some- <br />thing to sell for Ramsey, it may make it more attractive for them. We need to <br />present a story to a prospect company. This would help in the Star City certifi- <br />cation. The applications should be completed and returned to their office by <br />May 25 or 26. <br /> <br />The formation of the Local Development Corporation is an important first step. <br />They are generally non-profit but can be a profit organization. Ramsey should <br />have no difficulty in meeting these requirements, but it just takes time to do <br />this. The 502 Program has been functioning in the past and with this the risk of <br />a lender is 10%. One can go a step beyond to the 502 which is an SBA certified <br />development company program and is something to consider. <br /> <br />Commissioner Guy asked why Foley Manufacturing mov.ed to Wisconsin. <br /> <br />Mr. Luchine stated they needed to find a facility ready for them to move in. West <br />Bend closed down and Foley moved in and took it over. Foley is finding jobs for <br />their employees. There is the same situation with Palucci. <br /> <br />Commissioner Schmidt asked that regarding the community profile that this would be <br />generated by City Staff/Planners. <br /> <br />Mr.. Luchine stated that yes, all is coordinated through the City Administrator. <br /> <br />Commissioner Fults asked if they can have input in it also. <br /> <br />Chairman Greenberg stated that that is the function of the Local Development Corpo- <br />ration. <br /> <br />Mr. Luchine stated that is the basic purpose of the LDC. It is formed to negotiate <br />and provide assistance in financing site location for construction, etc. It is <br />geared for small business. Eighty percent (80%) of smaller companies will locate <br />in a smaller area. People Will have to work together and will have a rough time <br />if we don't. <br /> <br />Mr. Luchine stated the LDC has nothing to do with State. It would insure more <br />exposure for Ramsey and would follow SBA guidelines. <br /> <br />Chairman Greenberg thanked Mr. Luchine for coming and speaking at their special <br />meeting. <br /> <br />Commissioner Schmidt asked if the 503 is a bigger program than what Ramsey can work <br />with. <br /> <br />Mr. Luchine stated that he was glad he brought up the 503. That is a separate <br />office with their own phone, personnel, etc. He felt that this would be more than <br />Ramsey could afford.
