Commissioner Sentryz asked how much time is involved in setting everything up.
Mr. Klein said that Ham Lake just finished and it was about a four month process.
Any other work after that would take about 60 days. That is part of the contract.

Chairman Greenberg thanked Mr. Stephen Klein for attending the meeting.

City Engineer Raatikka was introduced to the Economic Development Commission by
Chairman Greenberg. The City Engineer brought the EDC up-to-date on the availa-
bility of sewer for Ramsey.

Commissioner Sentryz asked how far on Highway #10 the interceptor will go. City
Engineer Raatikka explained that as it is proposed now, it would go out to County
Road #57 (Sunfish Lake Blvd.).

Commission Menkveld asked if the proposed 1990 sewer area flow is too large. City
Engineer Raatikka stated that what Ramsey is proposing is greater than what they
are allowing.

Commissioner Menkveld also asked what the plans are for interceptor hook-up. City
Engineer Raatikka answered that we are doing a feasibility study that was ordered
for the area. After that there would be the public hearing to get citizen input.

Councilman Cox wondered if the City would have to pick up any costs of oversizing
for way out in the northwest area of the City. Engineer Raatikka stated no, only
in boundaries set by MWCC.

Commissioner Fults asked if there would be a problem if, in the designated area,
a developer offered to pay the difference for the larger size. Engineer Raatikka
said there would be no problem if a developer is willing to pay additional costs.

Commissioner Menkveld asked just how strict the MWCC is. City Administrator
Schnelle stated that if Ramsey had a big demand for sewer, they could give to us
and take from others.

Jean Schlueter asked what is meant by oversizing. Building Official Berg stated
that the oversizing of trunks is the increase in size to provide capacity for
areas beyond the immediate area that is being developed. The oversizing cost
would be funded by the City and assessed when the area to be served is developed.

City Engineer Raatikka said that there is a problem in that we can have the 2%
acre lot size in the rural area if we give up the second connection, or they will
give us the second connection if we change the lot size to ten acres. If they
left the 2% acre zoning in the rural area, then those areas would be in competi-
tion with the urban area for development.

Commissioner Fults asked if the boundaries for sewer can be changed. City Engineer
Raatikka stated that they could.

Chairman Greenberg thanked Mr. Raatikka for coming to the meeting.

EDC/March 10, 1982
Page 3
