2) Committee Reports

a)

Finance - Commissioner Schmidt stated that he had met with the
Small Business Association yesterday and at this point things are
very uncertain. There has been no talk on any new deals. There
will be two lending institutions in this area as SBA originating
institutions, and in a few months State Bond will be one of them.
That would be beneficial to all.

b)

Economic Development - Commissioner Schneider said that their com-
mittee had completed drafting a proposal for a questionnaire.
Commissioner Fults asked City Administrator Schnelle if the re-
zoning was all completed. City Administrator Schnelle stated it
should be completed by the next meeting.

c)

Legislative - Commissioner Muller stated his committee had a meeting
with Senator Moe and Senator Ashbach. He feels they are beginning
to listen a bit and realizing that business is leaving Minnesota.
He said they feel this is good because of workers' compensation and
taxes. There is a declining business climate in Minnesota. Commis-
sioner Guy urges all businesses to get letters to the State regarding
these issues.

Mayor Gamec informed everyone that he had gotten a call regarding
the bill on workers' compensation changes. It had passed on an
8 - 6 vote. Mayor Gamec feels that a letter from the Economic De-
velopment Commission on the changes would be very beneficial to all.

City Administrator Schnelle said that the State does look at lett.e~s
that people write.

Councilman Cox feels that this bill is a political mockery and we
should look deep into it, review it totally and state the changes
we feel are needed.

Chairman Greenberg recommended that the Legislative Committee look
at the workers' compensation bill and bring it to us at the next
Economic Development Commission meeting so we can draft a letter.

Mayor Gamec said that final passage on this bill is expected by
Tuesday, March 16, 1982 and that we shouldn't wait until the next
regular EDC meeting.

Commissioner Muller volunteered to ~nvestigate the material needed
and initiate the letter to the State.

Motion by Commissioner Fults and seconded by Commissioner Schneider
to draft a letter from the Economic Development Commission regard-
ing the workers' compensation bill and that said letter be sent
out by Monday, March 15, 1982.

Motion carried. Voting yes: Commissioners Greenberg, Guy, Schmidt,
Schneider, Fults, Menkveld, Sentryz, Miller, Muller and Jensen.
Voting no: None.

EDC/March 10, 1982
Page 4
