Council referred the Local Development Corporation to the Economic Development <br />Commission. <br /> <br />Councilman Cox stated he thought the Economic Development Commission should give <br />their recommendation to the City Council as to what their thoughts were on form- <br />ing a Local Development Corporation as being proposed by Mr. Stephen Klein, Pre- <br />ferred Planning Service. He further stated that the Economic Development Commis- <br />sion should remember that the City Council may or may not take their recommenda- <br />tion on this issue. <br /> <br />Commissioner Fults stated that he could not really see too much difference from <br />what Mr. Klein was proposing and what the Ramsey Economic Development Commission <br />was accomplishing as a volunteer group. Consequently, he did not see why the <br />City of Ramsey should go to this extra expense. Then Mr. Fults asked Chairman'. <br />Greenberg how Mr. Klein's proposal in regards to the forming of a Local Develop- <br />ment Commission differed from Mr. Don Greenberg's development group. Mr. Green- <br />berg stated that their group was doing the same thing except they (LDG) were not <br />a non-profit group. <br /> <br />Councilman Cox asked if they, the Economic Development Commission, would consider <br />hiring someone on an hourly part-time basis. <br /> <br />Commissioner Muller stated he thought the City should hire someone who would give <br />the leadership and coordinate the activities of the proposed Local Development <br />Corporation if it was going to be a success. <br /> <br />Commissioner Schmidt asked Chairman Greenberg if his group was a non-profit group. <br />Chairman Greenberg stated that no, it wasn't a non-profit corporation. <br /> <br />Commissioner Jensen stated that setting up the corporation was not a big thing, <br />but getting out and selling the stock to set up the capital was quite a task. <br />Commissioner Jensen further stated that they couldn't use Chairman Greenberg's <br />corporation as it exists for numierous reasons because of the problems that would <br />arise from it. <br /> <br />Commissioner Fults felt that if the Economic Development Commission sat down to <br />have a meeting together with Council that he is not in favor. <br /> <br />Commissioner Menkveld asked if Chairman Greenberg has the SBA certification. <br />Chairman Greenberg stated he does but needs leadership and direction. Commissioner <br />Menkveld said that in order for it to work it has to have people pushing it. <br /> <br />Councilman Cox commented that if we hire him on an hourly basis and after we've <br />used up $5,000, then what? <br /> <br />Commissioner Muller stated that the person will have to have the time and leader- <br />ship abilities to take the ball and run. <br /> <br />Councilman Cox said that he can see two sides to this. In some cases, yes. In <br />some cases, no. <br /> <br />Commissioner Schmidt stated that an actual Local Development Corporation is a <br />nonprofit organization and there is no chance the City would become committed. <br /> <br />EDC/March 10, 1982 <br /> Page 5 <br /> <br /> <br />
