Legislative Commissioner Guy reported on the activities of their sub committee. They bad met several times and discussed disparities with commercial and in- dustrial taxes. Also in attendance at their meetings was Ed Fields, the County Commissioner. Mr. Fields had advised this committee to attend the next County Board meeting. Commissioner Guy stated that she feels the County knows that Ramsey is here. City Administrator Schnelle advised this committee to keep in touch with Mr. Fields and Ralph McGinley (County Administrator) and to make sure the language they want goes before the County Board for their action. He also stated it is very important to keep on them as they won't do what we want unless we are persistant. It was the feeling of the entire Commission that other Cities should eventually jump on the band wagon to get enough monies from the County. City Administrator Schnelle stated that some of the major cities get enough to keep them quiet. However, it is the feel that this might soon be changing as pocket books are getting tight. City Administrator Schnelle stated that this inequity starts at the top and works down. Commissioner Guy asked who is responsible for our not getting our fair share. City Administrator Schnelle stated that it is our legislators and that is why Ramsey is going to court on this issue. He feels that people don't fully understand how this inequity works. EDC Committee Commissioner Schneider reported their committee had met on February 3, 1982 and discussed their goals and objectives and felt that these may need changing as they go along. One aspect is they feel the number one priority is ways of showing Ramsey as a favorable business climate. Their committee will be developing a map showing available land, existing businesses, etc. in Ramsey. Also, they will be developing a questionnairre regarding this and will be recruiting the help of the City Staff. Also he stated that this committee felt it was important to coordinate their activities with the Planning and Zoning Commission in the placement of businesses in Ramsey. Commissioner Schneider also stated that the length of time for an appli- cant to get approval is important as under the present circumstances it is hard to attract businesses to this area. Commissioner Fults stated how hard it is for investors to tie up monies for four months or more. They are looking for tax shelter property and time is of the essence. Commissioner Menkveld stated they are looking for ways to predict approval/ disapproval to a prospective business coming to Ramsey to shorten the time for approval. EDC/February 10, 1982 Page 2
