Motion by Chairperson Nixt, seconded by Commissioner Jeffrey, to recommend that~the City <br />Council grant approval of the proposed preliminary plat contingent upon Compliance'.iW;iSih <br />Staff Review Letter dated July 30, 2004 and approval of the request for site plan,aPprOval. The? <br />prelim/nary plat should include the following: ~ -_ · ~ <br /> · Access to line up with the 147th Avenue/Ramsey Boulevard interseC, t'iOn:~ast °fRamsey <br /> Boulevard. . "~:51!~''~ .... ~";~'-~!-, <br /> · The creation of an outlot adjacent to the southern lot to allow for fU~e connection <br /> road network. -? ..... Commissioner Brauer asked if something should be included i~ilthe motion to <br />state the Commission is opposed to.i48th:~venue going through. Mr. Sc~d't replied if it is <br />included in the minutes he can communicate that' t0',the county. Chairp~rS'bn Nixt commented <br />the recommendation of the commission'is based on tg~ir'.d~ir-e to. achieve the appropriate line- <br />up given the existing development alongCR 56 and-.to_~t:void the:, staggered access that would <br /> · th <br />result if the access were to be approved at::l~-48 A' :enue, which'they are opposed to at this time. <br />This access at 147th Avenue would also facilitate;the county's desire to eliminate additional <br />access to CR 56. Commissioner Watson stated' access at 148th Avenue going through the <br />i'esidential neighborhood'would be a violationi°£the comprehensive plan. There are several <br />things in the comprehensive.plan regarding the separation of new development from existing <br />neighborhoods, the flow of traffic, and those types,of things. There are about 20 different things <br />in the comprehensive planthat the access at 1:48.th Avenue would be in violation. <br /> <br />Motion carried. Voting Yes: Chairperson Nixt, Commissioners Jeffrey, Brauer, Van Scoy and <br />Watson. Voting No: None. Absent: Commissioners Johnson and Shepherd. <br /> <br />Case #6:: <br /> <br />R.eq uest fOr Site Plan Review for Expansion of Wiser Choice Liquor Store; <br />Case of M & W Holding, LLC <br /> <br />Assistant Community Development Director Trudgeon indicated the City of Ramsey has <br />received a request for site plan review from Jeff Wise of M&W Holding Company to construct <br />an addition to the existing Wiser Choice Liquor Store. The site plan is proposing to add 1,960 <br />square feet to the existing 3,200 square foot liquor store. The addition will be utilized for <br />expansion of the cooler area, additional di, splay area, and' additional storage area. The building <br />located at 14590 Armstrong Blvd. The property was zoned B-3 Highway Business When it was <br />originally constructed. The development cornplied with all pertinent codes at the time of the <br />development. The site is now zoned TC-2 Town Center Commercial. The. off-sale liquor <br />facilities were permitted with the previous zoning and pe~Tnitted in the TC-2 Commercial Zoning <br /> <br />Planning Commission/August 5, 2004 <br /> Page 17 of 40 <br /> <br /> <br />
