District. The original building is =oTandfathered in relation to the setbacks and parking
requirements. The addition, however, will. be subject to the TC-2 requirements.

Assistant Community Development Director Trudgeon explained the proposed .addition will
expand the buildings in two areas. The southern expansion of 840 feet will extends:the building
to the south. This expansion will contain additional cooler space and displaya~eg. TheSouthem
expansion will be located eight inches from the southern lot line. The TC-2!~.Commerciai' Zom'ng
District allows for zero-lot line setbacks, so this setback is allowed. A st~hd'a~d 10-foot draidage
and utility easement currently exists adjacent to the southern property lineT;:~:~The applicant h~S~i,i ....
submitted an application to vacate the southern drainage and/utit:i~-easem~ri~t. The second"~;(.!?~.~._:
building expansion will happen on the western (rear) side of thb?bUildi~g21!:'~This expansion will
!~!a .~o-foot ,~-.
1,120 square feet and will be utilized for storage. The exp building will meet the" - ':? -'
rear yard setback. ' ~:-'~::: ..~. ~,:..

Assistant Community Development Director Tmdge0hs'exPlained the T~,Gommercial Zonin~
District requires a Floor Area Ratio (F.A.R) of 0.5. "Sinc4:':~i;S:.,buitding w~'"constructed unde'~
and met the B-3 regulations coupled with the fact that the sit~Ji/ii.!iS an addition to an existing
use, Staff' feels that it is not appropriate to apply the new F.A.R. r~t'""~kement to the development.
[t should be noted, however, that the expansion will increase'the sqis'~m, footag~i~of the business
which is consistent with the intent of:the TC-2 Commercial Zonin~:i(~'Dis~trict. The exterior
building materials of the existin~ sto~e Co~ii~t;; of vinyl siding and cor~iid6 field stone. These
materials were approved by the City COuncil at the time of the original!~lm plan approval. The
proposed additions will consist of the sa~e material ,as the eriginat, building.. He advised staff
does not fbel that the Town Center DeVelbpment G~id4iin~"i~uld'apply to this request since
the expansion should match the .existing b~ilding. However?i~ff would recommend that the
Coronado field stone be extended farther'doWn the southern elevation. Staff would also
recommend the addition of some windows 'al:6ng the southern elevation. Staff recommends 'site
plan approval contingent upon compliance withCity Staff review letter dated July 30, 2004.

Jeff Wise, applicant, indicated the two concernS of he and his partner are the request for putting
windows on the south side and including stone,On the south side. He inquired if this stone would
be required on.. the entire south side of the.b!afl'ding.

Assistant Community Development Director Trudgeon explained staff was thinking of wrapping
the stone around the building 20 to 30 feet.

Mr. Wise commented they were not required to have windows on the south side of the building
previously. Adding the windows will cause a couple of problems, mainly with security. This
would require them to put windows in their display area. Also, With the Oasis gas station and
video store only being 18 feet away the windows would look at a blank wall. The addition is set
back 16 feet and he does not think anyone could see the windows. He contacted the owner of the
building to their south about transplanting the tree they currently have on. the side to put it on his
property, and he will be adding additional screening. This would obscure some of the vinyl
siding asyou pull into the parking lot.

Planning Commission/August 5, 2004
