Mini- Storage: Site Plan Review <br />Augt~st 20, 2004 . <br />Page 3 of 4 <br /> <br />however it is not clear as to whether or not the refuse area' complies with the screening <br />requirement. Please revise the site plan accordingly. <br /> <br />Off-Street Parking - Spaces Required: City Code does not establish a minimum number of <br />parking spaces for mini-storage facilities. City Code requires one off-street parking space per 300 <br />feet o[' office space. The site plan indicates a 613 square foot office facility and therefore subject <br />to 2 parking stalls and 2 parking stalls are being provided. <br /> <br />Off Street Parking - Design: In accordance with City Code, all parking and maneuvering areas <br />must be sur~hced with bituminous and the perimeter of all pavement will be finished with B6/12 <br />concrete curbing. <br /> <br />Lighting: The site lighting must meet current city standards. <br /> <br />Drainage and Grading: The grading plan and the drainage calc.ulations indicate that 1/3 of the <br />site runs off the site with out passing through the storm water pond. This is not permitted under <br />the LRRWMO rules. The grading outside the buildings A and F 'is shown at 0.5%. This is too <br />fiat to provide proper flow. This is also the area that drains off the site, bypassing the pond. The <br />plans must be revised to capture this drainage and increase the slope. Revised drainage <br />calculations will be required after these changes. <br /> <br />The grading plan shows abrupt grade 'changes in the paving where the building elevations <br />change, ri'he change in grade along the front of the building is 1 foot in a very short distance. <br />Detail on these transitions must be provided to guide the contractor in constructing the pavement. <br /> <br />There is an existing 6 foot chain link fence shown along the north property line. This fence <br />should be removed as part of this project. The revised gading plan meets City standards and the <br />required revisions have been made. The project is subject to the permitting of the Lower Rum <br />River Watershed Management Organization. <br /> <br />Access: The site plan is proposing to gain access fi'om Unity Street. No access points, are being <br />provided along County Road 116. Construction of this project will require creating a new <br />driveway entrance. The curb along the city streets is B618. The new apron must have this curb <br />installed to the right of way line at which point transition to B612 curb may be made. <br /> <br />Storm Water Management Fee: The storm water management fee will be addressed as part of <br />the TIF agreement. <br /> <br />Trunk Sewer and Water Fees: These tees will be addressed as'part of the TIF agreement <br /> <br />REU Number: The site is 2.88 acres in size and has an impervious area of 1.96 acres. This is <br />68% of the site, therefore, the parcel will have a residential equivalent unit (REU) of 9.76 and the <br />qum:terly billing for the storm water utility will be $246.03 at 2004 rates <br /> <br /> <br />
