CASE #: ADOPT ORDINANCE TO ESTABLISH REGULATIONS FOR THE OPERATION OF PERSONAL USE HELIPORTS By: Sylvia Frolik, Community Development Director Background: On August 10, 2004, the City Council introduced an ordinance to establish regulations for the establishment of personal use heliports in the City of Ramsey. Obseiwations: Per Council's direction on August 10, the requirement for a hard-surface landing pad was eliminated from the draft ordinance. Also, language was added to establish that the permit for a heliport will be issued to a designated person and not the property; the permit will not be transferable. The draft ordinance was also sent to Mn/DOT Aeronautical Division for review and comment prior to City Council introduction of the ordinance on August 10. Subsequent to ordinance introduction, Staff received comments from Mn/DOT. Basically, their recommendations consisted of increasing the minimum altitude over structures and people; adding standards for heliport marking and signing; and changing the evening hours of operation to 'sunset'. All of the recommendations were acceptable to City Staff and incorporated into the ordinance. The enclosed ordinance reflects Mn/DOT's recommendations in'underlines' and'strikethroughs'. In accordance with the City Charter, the ordinance is now eligible for adoption. Council Action: Motion to adopt Ordinance #04-__ to amend Chapter 9 (Zoning and Subdivision of Land) of the Ramsey City Code to establish regulations for the operation of personal use heliports in the City limits.
