ORDINANCE # 04- CITY OF RAMSEY ANOKA COUNTY STATE OF MINNESOTA Draft dated August 18, 2004 AN AMENDMENT TO CHAPTER 9 OF THE CITY CODE WHICH IS KNOWN AS THE ZONING AND SUBDIVISION OF LAND CHAPTER. AN ORDINANCE ADDING SECTION 9.16 ENTITLED "PERSONAL USE HELIPORTS". The City of Ramsey hereby ordains as follows: Section I Authority This ordinance is adopted pursuant to and under the authority of the charter of the City of Ramsey. Section 2 Amendment Section 9.16 entitled "Personal Use Heliports" shall be added as follows: 9.1.6 Personal Use Heliports. 9.16.01 Definitions. Emergency Landing - An unplanned and unanticipated landing of an aircraft made to prevent personal injury or loss of life. Helicopter - An aircraft supported in the air by rotors. Heliport - An area of land that is used or intended to be used for the landing and takeoff of helicopters, and includes its buildings and facilities. Operator - Pilot of aircraft. Personal Use Heliport - Restricted to use by one person. Private Use Heliport - For use by multiple persons at the invitation of the owner (an example would be a heliport at a hospital). Public Use Heliport - Unrestricted and open to the public. 9.16.02 General Rule. The use of any lot or outlot within the City for helicopter take- offs or landings, either on a regular, temporary or occasional basis, shall require a Conditional Use Permit (Permit). Said Permit shall be processed and enforced in accordance with Ramsey City Code Chapter 9 (Zoning and Subdivision of Land), Section 9.03.05 (Conditional Use Permits). 9.16.03 Exceptions. Operation of helicopters at unlicensed heliports shall be permitted under the following circumstances: a. Emergency landings;
