ORDINANCE # 04- <br /> <br /> CITY OF RAMSEY <br />ANOKA COUNTY STATE OF MINNESOTA <br />Draft dated August 18, 2004 <br /> <br />AN AMENDMENT TO CHAPTER 9 OF THE CITY CODE WHICH IS KNOWN AS <br />THE ZONING AND SUBDIVISION OF LAND CHAPTER. <br /> <br />AN ORDINANCE ADDING SECTION 9.16 ENTITLED "PERSONAL USE <br />HELIPORTS". <br /> <br />The City of Ramsey hereby ordains as follows: <br /> <br />Section I Authority <br /> <br />This ordinance is adopted pursuant to and under the authority of the charter of the City of <br />Ramsey. <br /> <br />Section 2 Amendment <br /> <br />Section 9.16 entitled "Personal Use Heliports" shall be added as follows: <br /> <br />9.1.6 Personal Use Heliports. <br /> <br />9.16.01 Definitions. <br /> <br />Emergency Landing - An unplanned and unanticipated landing of an aircraft made to <br />prevent personal injury or loss of life. <br />Helicopter - An aircraft supported in the air by rotors. <br />Heliport - An area of land that is used or intended to be used for the landing and takeoff <br />of helicopters, and includes its buildings and facilities. <br />Operator - Pilot of aircraft. <br />Personal Use Heliport - Restricted to use by one person. <br />Private Use Heliport - For use by multiple persons at the invitation of the owner (an <br />example would be a heliport at a hospital). <br />Public Use Heliport - Unrestricted and open to the public. <br /> <br />9.16.02 General Rule. The use of any lot or outlot within the City for helicopter take- <br />offs or landings, either on a regular, temporary or occasional basis, shall require a <br />Conditional Use Permit (Permit). Said Permit shall be processed and enforced in <br />accordance with Ramsey City Code Chapter 9 (Zoning and Subdivision of Land), Section <br />9.03.05 (Conditional Use Permits). <br /> <br />9.16.03 Exceptions. Operation of helicopters at unlicensed heliports shall be permitted <br /> under the following circumstances: <br /> <br />a. Emergency landings; <br /> <br /> <br />
