Councihnember Kurak stated that she had thought the Town Center property was disqualified <br />fl'Oil] tlSil]g TIF funds. <br /> <br />City Administrator Norman replied that the housing areas would be eligible. <br /> <br />Councihnember Kurak inquired if a new TIF district would be created. <br /> <br />City Administrator Norman replied yes. <br /> <br />Councihnember Strommen stated that she thought it would be beneficial to utilize the expertise <br />of a consultant so that the Council can be aware of what the mission of the HRA would be. She <br />also requested that a list of tasks the HRA would handle be put together as well as what the <br />differences are between the EDA and lIRA. She felt that it would be very helpful to have a big <br />picturc overview. <br /> <br />City Administrator Norman noted that staff would propose that initially the HRA would be the <br />City Council for the first two years. <br /> <br />Mayor Gamec replied that that is something they could discuss as they move forward with the <br />process, but that probably does make the most sense. <br /> <br />Councihnember Strommen requested that staff put together a proposed timeline for establishing <br />the HRA. <br /> <br />Consensus of the City Council was to incorporate the creation of an HRA into the 2005 budget <br />process. <br /> <br />3) Conncil/Mayor Compensation <br /> <br />City Administrator Norman explained that in response to a request by members of the City <br />Council, at the May 18, 2004 work session, the Assistant City Administrator presented <br />information regarding cmTent compensation for mayors and councilmembers in other cities. It <br />was the consensus of the City Council that staff should bring back an ordinance proposing a <br />salary increase for the Mayor and Councilmembers in the amounts of $10,000 and $6,000 <br />respectively. During the introduction of the ordinance to increase salaries for the Mayor and City <br />Council at the June 22, 2004 City Council meeting, the City Council voted to amend the <br />ordinance to reflect that the salary for Councilmembers would remain the same and the Mayor's <br />salary would be increased to $10,000. During the second reading and adoption of the ordinance <br />on July 13, 2004, there was a tie vote and the motion to approve the ordinance adopting a salary <br />increase for the Mayor failed. Based on discussion at the July 13th Council meeting staff brought <br />back the issue. <br /> <br />Mayor Gamec stated that to him it made the most sense to have an increase for the Mayor and <br />City Council rather than the Mayor only. <br /> <br />City Council Work Session/August 2, 2004 <br /> Page 3 of 7 <br /> <br /> <br />
