Coun0~ Union. Staff is seeking direction regarding further recruitment of members for this <br />Board. <br /> <br />Consensus of the City Council was to re-advertise the vacancies in the September issue of the <br />Ramsey Resident. <br /> <br />2) HRA <br /> <br />City Administrator Norman explained that the City Council had discussed the establishment of a <br />Housing and Redevelopment Authority (HRA) at the May 5, 2004 work session. Since that time <br />staff has been doing additional research on how a consultant might assist the Council in getting <br />an HRA off the ground. The following are typical tasks conducted by consultants to County and <br />City housing authorities: <br /> <br />· Goal-setting and creation ofworkplans <br />· Site selection <br />· Project design and funding <br />· Construction management <br />· Ongoing management of authority-owned housing <br />· Program administration (housing rehabilitation programs, Section 8, etc.) <br /> <br />City Administrator Norman explained that staff would like to include the creation of an HRA <br />into the 2005 budget to see what the financial impacts would be. <br /> <br />Councihnember Pearson inquired if staff had any idea of what they would be looking at for <br />funding. <br /> <br />City Adlninistrator Norman replied that initially it would be the funding of staff assignments for <br />the first year so there probably would not be a major impact on the 2005 budget, but staff feels <br />that it is important to incorporate the HRA into the 2005 budget if they are going to move <br />forward. <br /> <br />Mayor Gamcc noted that there are probably a few housing projects that could fall under the HRA <br />in three to four years. <br /> <br />City Administrator Norman replied that there are projects that could come even sooner such as <br />the Town Center. <br /> <br />Councilmember Strommen inquired as to how it was possible to use HRA funds when the Town <br />Center is not a redevelopment area. <br /> <br />City Administrator Norman explained that the City can use TI~ funds for housing and that is <br />what they would be proposing in the Town Center. <br /> <br />City Council Work Session/August 2, 2004 <br /> Page 2 of 7 <br /> <br /> <br />
