GOALS <br /> <br /> SECTION II <br /> <br />- OBJECTIVES - PLANNING ASSUMPTIONS <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />11 <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br /> Planning for the development of urban land uses involves <br />meshing the following considerations: <br /> <br /> 1) Community desires and objectives; <br /> <br /> 2) Physical land characteristics; <br /> <br /> 3) Urban service linkages, particularly transportation <br /> <br />and sewer systems; <br /> <br /> 4) Actual demand; and <br /> <br /> 5) Economics of urban service costs. <br /> <br /> Development potential of a particular area is the <br /> <br />result of the actual meshing of these factors. A comprehensive <br />plan makes a record of that development potential and <br />describes mechanisms within the plan or through official con- <br />trols by which land uses can be directed and held in a manner <br />which will maximize the development potential consistent with <br />the community view of the proper meshing of the relevant factors. <br /> <br /> In addition to the objectives stated in the 1973 plan <br /> <br />which were stated in general terms (See Appendix 1), discussions <br />with the City Council and the Planning Commission during the <br />course of this study have given rise to the following specific <br />community goals and objectives: <br /> <br /> Within the limitations of physical and environ- <br /> <br /> mental constraints, land use regulations and controls <br /> <br />- 3 - <br /> <br /> <br />
