!
!
I
I
!
I

I
I
I
I

I

SECTION VIII
IMPL'EMENTATI'ON

Implementation of the 9oals and objectives of the community
requires recognition of the differin9 needs of the several
areas of the community in transition. To preserve the rural
quality of life, rural areas of the community need protection
from economic forces which would pressure landowners into
subdividing their property. Those land uses requiring urban
services must be assured of adequate services at reasonable
cost. At the same time the rural areas should be protected
from bearing any significant cost of urban services which do
not benefit them.

These goals and objectives can be achieved by adopting

and following a coordinated program of land use controls,
capital improvement planning and taxation which will provide
a proper degree of timely incentives and dis-incentives to
landowners. Such a program is outlined in this section.

Land Use Controls: A boundary should be drawn dividing
the City into a rural service area and an urban service area.
In the rural service area, no water or sewer would be provided
and the current level of road maintenance, policing and fire

protection would be maintained for an indefinite period. In

the urban service area, urban services would be extended

gradually in accordance with a planned development pattern.

- 36-
