To preserve the rural <br />quality of life, rural areas of the community need protection <br />from economic forces which would pressure landowners into <br />subdividing their property. Those land uses requiring urban <br />services must be assured of adequate services at reasonable <br />cost. At the same time the rural areas should be protected <br />from bearing any significant cost of urban services which do <br />not benefit them. <br /> <br /> These goals and objectives can be achieved by adopting <br /> <br />and following a coordinated program of land use controls, <br />capital improvement planning and taxation which will provide <br />a proper degree of timely incentives and dis-incentives to <br />landowners. Such a program is outlined in this section. <br /> <br /> Land Use Controls: A boundary should be drawn dividing <br />the City into a rural service area and an urban service area. <br />In the rural service area, no water or sewer would be provided <br />and the current level of road maintenance, policing and fire <br /> <br />protection would be maintained for an indefinite period. In <br /> <br />the urban service area, urban services would be extended <br /> <br />gradually in accordance with a planned development pattern. <br /> <br />- 36- <br /> <br /> <br />
