I <br />I <br />I <br />I <br />I <br />! <br /> <br />I <br /> <br />I <br />! <br />I <br />I <br />I <br /> <br /> The urban service area would be divided into a 1990 Urban <br />Service Area and a transitional zone in which urban services <br />will be extended after 1990 in a planned staged pattern as <br />the need for extension of urban services is determined by the <br />City Council. The 1990 Urban Service Area will provide a <br />nucleus of retail shopping and personal and professional service <br />needs of the community, as well as most of the multiple family <br />housing needs for the projected growth in the next fifty years. <br />The transitional zone will provide for low density residential <br />growth except for the area currently zoned for industrial <br />and highway related business uses. <br /> <br /> Zoning: The area within the 1990 Urban Service Area <br /> <br />will be rezoned immediately to provide for the appropriate <br />uses as outlined in this Plan. The zoning categories will <br />be limited to four broad categories in addition to the exist- <br />ing zoning categories. As outlined in the preceding section, <br />the land uses allowed in each zoning category will constitute <br />a range of uses consistent with the desired development densities. <br />In some instances, a single land use will be allowed in more <br />than one zone to mitigate the effect of the arbitrary placement <br />of zoning boundaries and to encourage planned large scale develop- <br />ments. <br /> <br /> With a range of uses allowed in each zone, housing and <br />commercial space market conditions can be accommodated with <br />a minimum of rezoning action by the City Council.
