I <br /> I <br />:1 <br />! <br /> I <br /> I <br /> <br />I <br />! <br />I <br />I <br />I <br />I <br />I <br /> <br /> SECTION IX <br /> <br />ZONING AND ADMINISTRATION <br /> <br /> The existing zoning and administrative provisions of the <br /> <br />City ordinances are inadequate for the complete implementation <br />of the urban planning district plan. The land use classifications <br />established in the existing zoning ordinances are not appropriate <br />for use in the 1990 Urban Service Area. Therefore, it is <br />proposed to amend the existing ordinances to establish zoning, <br />subdivision and administrative procedures applicable only to the <br />1990 Urban Service Area without altering the existing applicability <br />to the rest of the community, except as necessary to implement <br />recommended lot size minimums in the transitional and rural <br />areas. <br /> <br /> A major concern of the community is that zoning ordinances <br />should not be unduly restrictive. The very fact that an <br />entrepeneur wishes to make a substantial investment in the <br />community is a significant indication that such use is needed. <br />Therefore, the development of any parcel should be allowed to <br />occur as long as its use is compatible with all adjacent <br />existing land uses. A broad range of uses in a single zone <br />will provide ample opportunity for the establishment of <br />individual businesses. However, when mixing various businesses, <br />some characteristics of one business may be undesirable adjacent <br />to another business or to another land use. <br /> <br />-42 - <br /> <br /> <br />
