I <br />I <br />I <br />I <br />I <br />I <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br /> Fiscal: The City will establish taxing rates for the <br /> <br />urban service districts and the rural service district which <br />will reflect the different levels of services provid, ed by the <br />City. <br /> <br /> Minnesota Statutes, Section 272.67, provides for rural <br /> <br />service district tax rates as a proportion of the urban service <br />district tax rate. However, it would be advantageous for Ramsey <br />to establish three separate districts having different tax rates. <br />Legislation will be required to establish three or more such tax <br />rates. <br /> <br /> In addition to differing tax rates, it would be beneficial <br /> <br /> to establish a mechanism to maintain lower tax rates on large <br /> tracts of vacant land in both the urban and rural service areas <br /> until sewer and water trunks are constructed to serve the property. <br /> Again, legislation would be necessary to establish, for vacant <br /> land, a program similar to the "green acres" program for commercial <br /> farms. <br /> <br />- 41- <br /> <br /> <br />
