I <br />I <br />I <br />I <br /> <br />I <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br /> 1) <br /> <br />sewers; <br /> <br /> 2) <br /> <br />Establish a sinking fund for the construction of trunk <br /> <br />Guarantee sewer service availability by a certain date <br /> <br />(five to ten years hence) to an increment of the 1990 Urban <br />Service Area beginning at its southeast corner (sewer availability <br />area); <br /> <br /> 3) Establish sewer connection charges and ad valorem tax <br /> <br />rates on the benefited property (i.e., urban zoned land within <br /> <br />the sewer availability area); <br /> <br />4) Adopt standards for individual sewer systems for both <br />temporary (within sewer availability area) and permanent facilities; <br /> <br /> 5) Establish an inspection and enforcement program of <br />individual sewer system maintenance; <br /> <br /> 6) Allow development to urban densities within the designated <br />sewer availability area; <br /> <br /> 7) Require escrow for sewer laterals for plats in and <br /> <br />within one mile of the sewer availability area; <br /> <br />8) Allow urban density development within the sewer <br />availability area using temporary sewage disposal facilities; <br /> <br /> 9) Extend trunk when feasible; <br /> <br /> 10) Advance the sewer availability area beyond the area <br /> <br />served by sewer trunks; and <br /> <br /> 11) Extend laterals to existing large lot developments <br /> <br />within the sewer availability area only when (a) they are petitioned, <br /> <br /> (b) a public health problem exists, or (c) other public need is <br />determined by the City Council. <br /> <br />- 40 - <br /> <br /> <br />
