I <br />! <br />I <br />i <br />! <br />! <br /> <br />;I <br /> i <br /> I <br /> I <br /> I <br /> I <br /> I <br /> <br />APPENDIX 2 <br /> <br />CAB STUDY COMMITTEE - DRAFT REPORT SU~ARY - FEBRUARY, 1976 <br /> <br /> Over the past year, a study committee composed of <br />representatives of the Metropolitan Waste Control Commission, <br />the Metropolitan Council and staff of the Cities of Anoka, <br />Brooklyn Park, Champlin and Ramsey have been involved in <br />detailed study of the extension of metropolitan interceptor <br />service to all four communities. <br /> <br /> The draft report of the study committee is now avail- <br />able and it contains the basic concepts and data utilized <br />by the metropolitan agencies in determining the format for <br />extension of sewer interceptor service to the City of Ramsey. <br /> <br /> The purpose of this Appendix is to summarize data from <br />that committee report which is pertinent to the City of Ramsey. <br />This data has been used by the consultants in the preparation <br />of this report and it is our opinion that this plan is in <br />conformance with policies and assumptions being utilized by <br />the Metropolitan Council relative to extension of metropolitan <br />services to the City of Ramsey. <br /> <br /> The southerly portion of Ramsey lies within the Metro- <br />Politan Council Urban Service Area boundary. It is included <br />within the area of planned urbanization and the City is <br />therefore encouraged to prepare plans and programs to enable <br />it to accommodate its share of the total metropolitan growth <br />and to guide that growth into desirable areas in a staged manner <br />consistent with the availability of regional services. "No <br />growth" policies are not desirable in this prime ~growth area <br />except to protect critical environmental areas. <br /> <br /> The household forecast for the City of Ramsey used for <br />the CAB study are as follows: 1970, 665; 1980, 1,900; 1990~ <br />2,400; 2000, 3,050. <br /> <br /> The employment forecasts used are as follows: <br />1980, 150; 1990, 300; 2000, 800. <br /> <br />1970, 102; <br /> <br /> An interceptor system will be needed by 1980 to phase out <br />the Anoka Treatment Facility and provide sewer service to those <br />communities and freestanding growth centers that are within <br />the 1990 Urban Service boundary. Therefore the system, once <br />constructed, will provide sewer service to Brooklyn Park north <br />of 85th Avenue, Anoka, Champlin and the southern portion of <br />Ramsey. <br /> <br /> <br />
