I i ! ! ;I i I I I I I APPENDIX 2 CAB STUDY COMMITTEE - DRAFT REPORT SU~ARY - FEBRUARY, 1976 Over the past year, a study committee composed of representatives of the Metropolitan Waste Control Commission, the Metropolitan Council and staff of the Cities of Anoka, Brooklyn Park, Champlin and Ramsey have been involved in detailed study of the extension of metropolitan interceptor service to all four communities. The draft report of the study committee is now avail- able and it contains the basic concepts and data utilized by the metropolitan agencies in determining the format for extension of sewer interceptor service to the City of Ramsey. The purpose of this Appendix is to summarize data from that committee report which is pertinent to the City of Ramsey. This data has been used by the consultants in the preparation of this report and it is our opinion that this plan is in conformance with policies and assumptions being utilized by the Metropolitan Council relative to extension of metropolitan services to the City of Ramsey. The southerly portion of Ramsey lies within the Metro- Politan Council Urban Service Area boundary. It is included within the area of planned urbanization and the City is therefore encouraged to prepare plans and programs to enable it to accommodate its share of the total metropolitan growth and to guide that growth into desirable areas in a staged manner consistent with the availability of regional services. "No growth" policies are not desirable in this prime ~growth area except to protect critical environmental areas. The household forecast for the City of Ramsey used for the CAB study are as follows: 1970, 665; 1980, 1,900; 1990~ 2,400; 2000, 3,050. The employment forecasts used are as follows: 1980, 150; 1990, 300; 2000, 800. 1970, 102; An interceptor system will be needed by 1980 to phase out the Anoka Treatment Facility and provide sewer service to those communities and freestanding growth centers that are within the 1990 Urban Service boundary. Therefore the system, once constructed, will provide sewer service to Brooklyn Park north of 85th Avenue, Anoka, Champlin and the southern portion of Ramsey.
