I <br />I <br />I <br />I <br />! <br />I <br /> <br />I <br />I <br />I <br />I <br />! <br />i <br />I <br /> <br /> In addition, reserve capacity will be provided for northern <br />Ramsey and Andover, Dayton and portions of the Elm Creek water- <br />shed. <br /> <br /> The project should be planned for construction during the <br />1977-80 period. The construction of this project will require <br />Council review and comment plus revisions to and MWCC approval <br />of the comprehensive sewer plans of Brooklyn Park, Champlin <br />and Ramsey. Each municipality's comprehensive sewer plan <br />should be consistent with the local comprehensive plan and <br />utilized as a basis for indicating desirable timing and <br />staging of development, as well as delineation of the 1990 <br />Urban Service boundary. <br /> <br /> The CAB service area sectors defined in the study <br />committee report include Anoka and Ramsey and a North Minneapolis <br />sector. The report indicates that the land demand allocation <br />between 1973 and 1980 for the area including Ramsey was 1.3 <br />square miles and for the period 1980 to 1990 is forecast for <br />an additional 1.6 square miles. <br /> <br /> Population projection assumptions by the study committee <br />indicate that the Metropolitan Council forecasts to the year <br />2000 in the City of Ramsey have not been altered. However, <br />contrary to the CAB facility study, growth is forecast to <br />accelerate sharply rather than remain flat as plotted by that <br />study. This assumption was based on evidence gathered previously <br />with respect to growth characteristics of municipalities. <br />These studies have shown that once sewer is available, the <br />resultant demand for expanded service and the provision of <br />such services tend to establish a base for more intense and <br />diversified growth. The phenomenon is attributed to local <br />policies and incentives which are designed to induce additional <br />growth to help amortize public investment and utilize available <br />capacities. <br /> <br /> .Based on the sector forecast for the year 2030, it was <br />assumed that Ramsey would capture the greater share, providing <br />of course, development in the rural service area is markedly <br />curtailed as a result of Council and local policies and programs. <br /> <br />Projected Populations <br /> <br />1980 1990 2000 2010 2020 2030 <br /> <br />7,750 1,000 10,500 16,500 25,800 34,200 <br /> <br />- 2 - <br /> <br /> <br />
