That when calculating the system's capacity, the population and employment <br />forecasts used in calculating flows should be based on the forecasts developed <br />jointly by the Metropolitan Council and the GAB Study Committee. <br /> <br /> Timing and Sta_~n_g~ Development Consistent with the Provision of Sewer Service <br /> <br />I <br /> I <br /> I <br /> I <br /> I <br />:! <br /> <br />That the member municipalities, Metropolitan Waste Control Commission and <br />the Metropolitan Council adopt the implementation program as described in the <br />committee's report· ~ <br /> <br />That member municipalities allocate sufficient resources to insure that neederl <br />amendments and revisions to comprehensive development plat, s, sewer policy <br />plans and regulatory controls can be accomplished within the framework of the <br />implementation prog.ra m. <br /> <br />That Metropolitan Council. and Metropolitan Waste Control O.omrnission continue <br />their efforts in supporting the committee's activities through the provision of <br />continued technical assistance· <br /> <br />That the Metropolitan Council, through the implementation of Metropolitan <br />Developme. nt Framework, continue to commit other metropolitan investments <br />in a manner supportive of thc extension of metropolitan sewer service. <br /> <br />Development of Interim Controls <br /> <br />That the member municipalities as soon as practical prepare and ~ ~ <br /> ~c:o pt appropriate <br />interim controls in or,er to manage to the extent necessary local development <br />while a local planning program is in process. <br /> <br />That t~e interim controls include provisions for the regulation of development <br />in nonscwered areas, particularly those areas not anticipated to receive sewer <br />service £or the next 15 7ears. <br /> <br />That interim controls once adopted would., be in force for_ a period ~.~.gn=a4~ -~ not <br />to exceed on~ year with extensions based on substantiated need and not to <br />exceed a 6-month period. <br /> <br />MonitorJnq and Ew~].uation <br /> <br />That tl~e member municipalities, Metropolitan V~Taste Control Commission and <br />Metropolitan Council continue to support the activities of the CAB Study Committee <br />to coordinate local and regional planning activities as defined in the implementation <br />progra.m. <br /> <br />That the CAB Study Committee continue to function in its capacity of providktg <br />a forum for discussion and resolution of significant issues relating to the timing <br />and steeling of local development consistent with the provision of me[ropolitan <br />systems capacities. <br /> <br /> <br />
