I
I
I
I
I
I

I
!
I
I
I
I
I

housing implementation program should include codes and ordinances that
permit the construction of modest cost market-rate housing. Your plan should
also identify the need for rehabilitation and redevelopment of substandard_.
housing, if this is appropriate for your community. The plans and prcgrams
proposed by your communities will be reviewed for consistency with
1V~etropolitan -~ouncil adopted housing plans and policies.

Planning Considerations

The Council's demographic projections for Ramsey are the major part of the
City's disagreement with the System Statement. The Council's projections in
Part I of the System Statement are carried over into Part II in the description
of projected traffic generation and projected sewage flow, where they present
further problems. The Council acknowledges that its projections are probably
low, in light of Ramsey's regent growth history. The projections will be
regised by the Council later this year, and at that time this System Statement
will be amended. Although they are n6w only in preliminary form, the new
projections for Ramsey are 13 ,$00 population and 3,$00 households in Ramsey
in 1990. The City has agreed that these projections appear reasonable.

These new projections are not included in this final System Statement because
the Council is directed by statute to include in the System Statement only adopted
material. Your Statement will be amended later this year when the revised
projections are formally adopted. The City should take note of the amended
figures in its planning. 'VVhen the population and household projections are
amended, the total person trips given in the first line on page 7 will be
revised accordingly as will the sewage flow figures on page 23.

,I
