I <br />! <br />! <br />I <br />I <br />I <br /> <br />I <br />I <br />I <br />I <br />I <br />! <br />I <br /> <br />PART II <br /> <br />METROPOLITAN FACILITIES <br /> <br />The following section describes existing and planned metropolitan <br />facilities which affect Ramsey. The facilities are those vch[ch are <br />specified in metropolitan system plans as defined by the Metropolitan Land <br />Planning Act (MSA 473. 175) and include metropolitan highways and transit <br />routes; airports; wastewater treatment plants and sewage collection <br />facilities; and metropolitan parks, park reserves and trails. The complete <br />system plans on these subjects may be obtained from the Metropontan Council. <br /> <br />Each facility is described here by its character, location, function, prpJected <br />capaciW, timing, and conditions on u~e imposed by the Metropolitan Council. <br />The purpose of these sections is to convey the specific elements of metro- <br />politan system plans that affect your local planning and development decisions. <br /> <br />The Land Planning Act provides that the local comprehensive plan "shall contain <br />a discussion of the use of the public facilities specified in the metropolitan <br />system statement..." and "must be in at least such detail as may be necessary <br />to establish existing or potential affects on or departures from metropolitan <br />system plans and to protect metropolitan system plans." ;.The law further provides <br />that the Metropolitan Council "may require a local governmental unit to mQdify · <br />an~r comprehensive plan or part thereof which may have a substantial impact on or <br />contain a substantial departure from metropolitan system plans." <br /> <br />In addition to the four metropolitan systems described in the follo~vfng pages, <br />the Metropolitan Council has adopted other chapters of [ts Metropolitan <br />Development Gu£de. They are Development Framework, Housing, Protection <br />Open Space, Water Resources, Health, Law and lustice, and Solid V~aste. <br />The law' provides' that the Council "shall review and comment on the apparent <br />consistency.of.the comprehensive plans and capital improvement programs <br />with other adopted chapters of the metropolitan development guide." There- <br />fore, communities should be advised to consult the entire Metropolitan <br />Development Guide in formulating their plans. <br /> <br />4 <br /> <br /> <br />
