A. TRANSPORTATION <br /> <br />The information in this section is derived from the Metropolitan Transportation <br />Development Guide/Policy Plan adopted by the Metropolitan Council in lanuary, <br />1976 and information obtained from the Minnesota Highway Department. The <br />Council's Policy Plan should be consulted when Rams ey prepares the transportation <br />element of its comprehensive plan. This plan sets forth policies for how metropolitan <br />transportation facilities shoukd be used and further developed. Of particui~r importance <br />to Ramsey will be the policies focusing on transportation within the Urban Service <br />Area, including the Area of Planned Urbanization, and within the Rural Service Area. <br /> <br />Highways <br /> <br />The Transportation Policy Plan describes a functional classification system for use <br />by all counties and municipalities in the metropolitan area (Tables A 1 and A 2). <br />Those roads which function as principal and intermediate arterials are considered to <br />be the metropolitan highway system (Map A 1). The following portions of the <br />metropolitan highway system lie within transportation planning subregion 7 or the <br />adjacent rural area and affect the City of Ramsey: <br /> <br />I <br />I <br /> <br />I <br />I <br />I <br />I <br /> <br />TH 10 (Existing) from 1-35%A; to Armstrong Blvd. <br /> <br />Cha racter <br />and <br />Conditions on <br /> Use <br /> <br />TH 10 is a 4-lane divided hi. ghway. It has concrete <br />pavement with portions having bituminous overlay. Access <br />is fully controlled from TH 47 to Fair Oak Ave. and partially <br />controlled for the rest of this segment. Interchanges are <br />located at I-3$%ar, along the freeway section at TH 47, <br />Foley Blvd., Hanson Blvd., Main St. (TH 242), CSAH 9, <br />CSAH 7, Ferry St., and US 52 (partial). At-grade access <br />is provided at most streets along the expressway sections. <br /> <br />Function <br /> <br />TH 10 functions as a principal arterial in the metropolitan <br />highway system. The characteristics, access spacing <br />standards, and other planning standards for principal <br />arterials are conta, ined if~ the Metropolitan Transportation <br />Policy Plan and on the attached chart. <br /> <br />Timing of <br />Future Improvements <br /> <br />By 1990 a new portion of TH 10 will be built between <br />and TH 47. This new freeway section will be along new <br />alignment approximately 1/2 mile to the north of existing <br />US 10. MHD is currently preparing an EIS on this section. <br /> <br />Planning <br />Considerations <br /> <br />Existing TH 10 will be downgraded to a minor arterial when <br />the new TH 10 is completed. <br /> <br /> I 77 <br /> <br /> <br />
