il <br /> I <br /> I <br /> <br />I <br /> <br />I <br />! <br />I <br />! <br />I <br /> <br />thoroughfare <br />plan <br /> <br /> The North Anoka Planning League Comprehensive Plan of 1968 provided a founda- <br /> tion for the proposed street plan in Ramsey Township'. It called for three north- <br /> south County Thoroughfares and one east - west County Thoroughfare in addition <br /> to the Regional Thoroughfare easily identified as U. S. Hig~hways 10, 52 and 169. <br />A major change in the North Anoka Planning League Prol~osal4s th~ addition of <br />another east - west County Thoroughfare north of Trott Brook. There are other <br />slight Shifts in alignment for these primary arterials but because of anticipated <br />development their function will remain essentially the same. The locat thorough- <br />fares of the earlier study, now described as secondary arterials, are arso similar <br />in location and design. The rights-of-W[~y for both the primary and secondary <br />arterials are tentatively set at 120 feet, to permit future Upgrading, with paving <br />widths up to 52 feet as they become necessary. It would be possible to construct . . <br />these streets with median areas to separate traffic and still leave room for well <br />landscaped margins. As a matter of ;future policy all the arterial streets should <br />be designed with either frontage roads or lots with rear yards and~no direct access <br />on the right of way. <br /> <br /> The regional thoroughfare or expressway, U. S. Highway 10, 52 and-169., represents <br />a special category traffic route over which the Township will' have ,very little-control. <br />Under ideal circumstances its right of way should be 200.feet-:in width, which will <br />permit two 36-foot trafficways separated by a 48 foot median with 40 feet on each <br />margin. Past development however, has had direct 'aCcess t~ a more modestly <br />designed roadway with a corresponding increase in the frequency of accidents and <br />a decrease -in the volume of traffic that can be handled.' In recent years, the State <br />Highway Department has been more selective, in granting access to this road and has <br />encouraged local efforts to control both frontage development and its access. It <br />has been anticipated that much of the through traffic now traveling on this expressway <br />will shift to Interstate 94 once it has been completed. But, replacement traffic <br />appears likely because of population increases in both Anoka and Sherburne Counties. <br />Before additional commercial or industrial development takes place along Highway 10,. <br />the Township by itself'or in coniunction with the State High,ray Department should,work <br />out a long range plan of access including frontage.' roads. Such a S~udy may be used <br />as a guide to test how-well separate projects will relate to e~ach other as land in the <br />commercial and industrial .area is consumed. <br /> <br />The basic north - south routes of the primary arterial system include St; Francis <br />Boulevard or State Highway 47, Ramsay Boulevard, and County Road 83 realigned- <br />to the right of way of Puma Street. The southern portion of st. Francis Boulevard <br />.is also recommended to be realigned to separate the industrial land within the <br />City Limits of Anoka from the Dunham Addition along the Rum River% A direct <br />link between the existing Town Hall and 'the Vocational School on Highway 10 <br />is recommended. Traffic signats or grade separations will be necessarl~ at the <br />intersections of the three north - south arterials with Highway 10. _ <br /> <br />27 <br /> <br /> <br />
