Site #13, Whispering Pines 1 <br /> <br />Whispering Pines is an 11.4 acre park that is approximately 60% <br />marsh land. A rather sharp slope on the west, and surrounding <br />slopes, drain into the low lying basin. The park has been able <br />to be partially developed despite the marsh, but access to the <br />developed area and to drier ground is virtually nil. Access <br />to the park is from four 20' easements, extending from 156th <br />Lane N.W., Nutria Street, and 154th Lane. The west side is <br />heavily wooded. It would lend itself to a nice passive area, <br />provided development of walkways and better access is provided <br />on the west side. Consideration should be given to expanding <br />the park on the west side and providing additional access there. <br />Land could possibly be acquired up to Itasca Lake, which would <br />then become an even greater asset to the city. <br /> <br />Site #14, Whispering Pines 2 <br /> <br />This is the smallest of Ramsey's parks. Being only one acre, <br />and situated at the east end of 154th Lane, the park does not <br />lend itself to much development. Enlargement of the park is <br />not forseen, and it does not appear necessary--due to the prox- <br />imity of Whispering Pines 1. More and better access to the park <br />could be achieved, provided the small drainage area in the park <br />be eliminated or rechanneled. Whispering Pines 2 would serve <br />as a rather nice tot lot. <br /> <br />Site #15, Sports Haven <br /> <br />This is a 1.9 acre park completely surrounded by residents or <br />already platted land, with very poor access (except to the im- <br />mediate residents) from a portion of a cul de sac on Xenonlith <br />Street. This is a very rough, unimproved park, with a small <br />surface drainage basin near the road access point. If the site <br />were properly filled, it would serve nicely as a small neigh- <br />borhood passive area. <br /> <br />Site #16, Autumn Heights <br /> <br />Autumn Heights is the largest of Ramsey's parks. Its 52.2 acres <br />are situated in a hilly and marshy area near Trott Brook. The <br />marshy area being an extension of wetland from Trott Brook. <br />The park is marked by an inconsistent series of long and narrow <br />trail corridors that are surrounded by, and in some cases blocked <br />by, residential subdivisions. Access to the park is presently <br />difficult because no improvements have been made. County Road <br />83 splits the park in half--thereby reducing its effectiveness <br />to operate as a park. In addition, nearly 40 acres are wetland <br />from Trott Brook, making it virtually unusable by persons except <br />in the winter. That leaves about a 10 acre piece of park land <br />that is safely accessible by a small portion of Nutria Street, <br />and a series of nearly immaintainable trail corridors. Where <br />County Road 83 runs next to the 10 acre piece of park land, vehicle <br />access is a definite problem because of a steep bank--although <br />pedestrian access is possible.
