PLANNING PRINCIPLES <br /> <br />11. <br /> <br />12. <br /> <br />A lonq range capital improvement budget and program should be <br />developed to provide efficient use of uark land to meet the <br />expanding needs of the people <br /> <br />Recreation facilities should be flexible to meet the changing <br />needs of the people, especially at neiqhborhood levels. <br /> <br />Planninq for Dark development and land acquisition should be <br />coordinated with adjacent communities, the school district, the <br />county, the state, the Department of Natural Resources and other <br />levels of government. <br /> <br />Parks and open space should be developed and improved to take <br />maximum advantage of natural features such as Lake Itasca, Sun- <br />fish Lake, Trott and Ford Brooks and natural drainage areas. <br /> <br />All community parks should extend to street lines and not abut <br />residential propert.¥. This is for the safety and protection <br />of the user and property owner. Whenever possible neiQhborhood <br />parks should extend to street lines also. <br /> <br />Emphasis should be placed on land acquisition. Development can <br />then follow on a priority basis. <br /> <br />Developers should dedicate 8 percent of land or lO percent cash <br />value in lieu of. The desired size and location of Dark land shall <br />be reached by agreement between developers and the city. A minimum <br />park size of four acres should be established. <br /> <br />The Park and Recreation Commission should review all preliminary <br />plats and recommend chanqes in the location of park space with <br />respect to the muidelines set forth in comprehensive plan <br />before the plat is formally approved. <br /> <br />If feasible, all tax forfeited land and state trust land should <br />be acquired for public use. <br /> <br />All parks and pla.vqrounds should be equall.y distributed throuqhout <br />the community. <br /> <br />No person should cross a major transportation route to gain <br />access to the Dark, unless the route is properly controlled. <br /> <br />Supervised pla.yqrounds should be developed on or adjoining school <br />property. <br /> <br />-6- <br /> <br /> <br />
