The County Board of Commissioners, the County Highway Bngineer, and <br />the County Administration have been intimately aware of these changing <br />conditions and have been instrumental in the development of the County <br />Thoroughfare Plan presented in this report. The purpose of this <br />report is to provide a basis for decision making as the County highway <br />system requires expansion and modernization. <br /> <br />Scope <br /> <br />The importance of the County road system is indicated by the number <br />of people who rely on it for access to the regional arterial system <br />and for accessibility to areas within the County. Unfortunately, <br />the accessibility created by the County road system also increases <br />the opportunities for strip development in otherwise undeveloped areas <br />of the County. This adjacent development is in direct conflict with <br />the mobility function of the system and with sound development policies. <br />One of the goals of the thoroughfare plan presented in this report is <br />to outline regulations and policies which can be adopted by the County <br />to preserve its roadway investment. <br /> <br />Among the problems facing the County is the wide variance of develop- <br />ment patterns within the County. The relatively dense urban character <br />in the southerly reaches of the County is contrasted by the rural <br />character in the north. This has created a wide variance in the <br />functions each road in the system must serve and the number of vehicles <br />each roadway must carry. The recommended thoroughfare plan has recog- <br />nized this variety of system needs. <br /> <br />The principal assignments underlying this report reflect further <br />recognition of the problems of rapid urbanization of Anoka County. <br />These assignments were: <br /> <br />1. To assist the County Board in the definition of County goals <br /> and objectives as the basis of the thoroughfare plan. <br /> <br />To recommend a plan for future County highway development, <br />designating a system of routes capable of serving long-range <br />needs based on anticipation of future land uses. <br /> <br />3. To recommend policies which, by their adoption, will help <br /> preserve the mobility function of the County arterial system. <br /> <br />To recommend criteria for re-evaluation of the plan as <br />changing trends in population distribution, development <br />patterns, and transportation technology occur within the <br />County. <br /> <br />! <br />! <br /> <br />! <br />! <br /> <br />6 <br /> <br /> <br />
