III <br />PROCEDURES <br /> <br />Basis for Developing the Plan <br /> <br />Metropolitan Development Guide. The Twin Cities Metropolitan Develop- <br />ment Guide established the regional highway framework within which a <br />County thoroughfare "sketch plan" was developed. This "sketch plan" <br />was the working document utilized by the Consultant and the County <br />Board of Commissioners in the development of the recommended County <br />Thoroughfare Plan contained herein. Of major significance in struc- <br />turing the sketch plan were those elements of the Development Guide <br />which reflect the accessibility requirements of a "Major Center", and <br />the relationship of a major center to the development patterns emerging <br />in Anoka County. <br /> <br />Forecasts developed by the Joint Program, forerunner of the Transpor- <br />tation Planning Program of the Metropolitan Council, were utilized, <br />tempered by a more recent Metropolitan Council seven county population <br />forecast. The thoroughfare plan was developed with sufficient flexi- <br />bility so that the specific timing requirements of a particular <br />facility are not of major significance, except in terms of required <br />capital expenditures. <br /> <br />Functional Highway Classification Study. A 1968 and projected 1990 <br />Functional Classification Study of all roads and streets in Minnesota <br />was developed by the Minnesota Highway Department in cooperation with <br />the responsible local agencies. The general concept utilized in this <br />study was that of a hierarchy of routes with classifications reflecting <br />both mobility and land access. However, rather than strictly adhering <br />to the Functional Classification Study, greater emphasis was placed on <br />the County system's potential ability to shape development. <br /> <br />Analysis Procedure <br /> <br />A basic premise of this study was that travel demand does not occur <br />as an isolated phenomenon but, rather, as a result of the land uses <br />within the area and the location of the County within the greater <br /> <br /> <br />
