$. Intersections of two arterials should be near right angles. <br /> <br />4. There should be no five or more legged intersections. <br /> <br />Functional Systems <br /> <br />The Federal Highway Administration, in cooperation with the State Highway <br />Department, has completed a functional classification and needs study for <br />all roads within the State. In 1969, a functional classification of <br />existing systems was completed and, in 1971, a 1990 functionally cl,s- <br />sified system was developed. These systems established a hierarchy of <br />routes based on the relationship of mobility to land access, with the <br />highest function serving mobility and the lowest function serving land <br />access. This hierarchy is: <br /> <br />1. Class I - Principal Arterial (freeways) <br />2. Class II - Other Principal Arterial (expressways) <br />$. Class III - Minor Arterial <br />4. Class IV - Collector <br />5. Class V - Local <br /> <br />No attempt has been made at this time to relate these functional systems <br />to jurisdictional systems at the national or state level. In developing <br />a thoroughfare plan for Anoka County, certain assumptions regarding the <br />relationships of function to jurisdiction were made. In general these <br /> <br />Function <br /> <br />Jurisdiction <br /> <br />Principal Arterial I and II <br />Minor Arterial <br />Collector <br />Local <br /> <br />State <br />County <br />County & Municipalities <br />Municipalities & Townships <br /> <br />These assumptions, which are not completely valid for the existing systems, <br />are importan% in identifying which systems should be the responsibility <br />of the County and, therefore, should be the backbone of a County thorough- <br />fare plan. <br /> <br />Thoroughfare Standards <br /> <br />~e function of a road or street should relate to construction quality. <br />This quality is generally described in terms of required dimensions and <br />servicability. Dimensions and access controls describe a set of design <br />standards. <br /> <br /> <br />
