Conformance to the construction standards of the State is required for <br />roads under that jurisdiction. To a degree, County and municipal roads <br />and streets which are on state-aid systems also must conform to State <br />standards. Therefore, in recommending road and street standards for <br />Anoka County, the primary concern is for those routes under the County's <br />jurisdiction. These standards exceed the minimum state-aid standards. <br />In certain cases, modifications to the existing C.S.A.H. System were <br />assumed. The widths recommended below apply to undivided roadways. The <br />decisions to develop a divided roadway is primarily a function of the <br />capacity requirements of intersections and the consequent need for turn <br />lanes. However, the driving lane widths listed in the table remain <br />applicable. <br /> <br />Right-of-Way Widths. For the minor arterial system recommended herein, <br />it is appropriate to anticipate the future need to provide four moving <br />lanes on the entire System. Although it may be many years before four <br />lanes are required in a substantial portion of the presently rural area, <br />the cost of acquiring the additional right-of-way width before any develop- <br />ment occurs should be very minor. Therefore, the following right-of-way <br />standards are recommended (see Figure 13). Right-of-Way widths indicated <br />are for widening at intersections where channelization is likely to be <br />required. Where development does constrain right-of-way acquisition, <br />a sufficient width should be acquired to allow the development of the raad- <br />way to appropriate standards. <br /> <br />In much of the rural areas of the County a two-lane road is all that will <br />be required for a substantial period of time.
