Coordinate County arterial development with regional arterial <br /> development. <br /> <br />Policies of the Plan <br /> <br />The following policies reflect the format which was followed to develop <br />the proposed thoroughfare plan which is illustrated on the plan map <br />(following text). <br /> <br />I. Hier~n~eh~ of Streets crud Ro~d~. ~stablish a hierarchy of streets so <br /> that the physical design and the method o£ traffic control of each <br /> street in the network can be related to the predetermined function <br /> of the street. This hierarchy should consist of the following: <br /> <br /> ~..~.~c~pal arterials <br />Minor arterials <br />Collectors <br />Local roads <br /> <br />Principal arterials - consist of freeways, expressways, and major <br />highways. Freeways and expressways provide high-speed, high-volume <br />routes for long-distance travel. Major highways provide access <br />to the long-distance routes and also connect communities and major <br />land uses (such as industrial complexes or large shopping centers) <br />within a region. <br /> <br />Minor arterials - comprise a street system that will be peripheral <br />in nature, providing access to major land use units within Anoka <br />County without interfering with circulation and activity within <br />these units.
