VII <br />THOROUGHFARE PLANNING GOALS AND OBJECTIVES <br /> <br />The Thoroughfare Plan detailed within this section is intended to serve <br />as a guide for the County Administration, the County Highway Engineer, <br />the local units of government, and land developers. As such, it is <br />predicted on current trends, forecasts, and policies. Therefore, while <br />the basic tenets of the plan should withstand the passage of time, modi- <br />fications of, and additions to, the plan should be evaluated as changes <br />in population densities, development patterns, and transportation <br />technology occur. <br /> <br />Goals and Objectives <br /> <br />Thoroughfare planning, while extremely important, is only one aspect of <br />general comprehensive planning. Assuming that Anoka County will ulti- <br />mately develop a comprehensive plan, be it nothing more than a resolved <br />composite of township and municipality plans, the County Board developed <br />a single goal for transportation. This County transportation goal is <br />broad enough, in context, to cover the objectives identified below: <br /> <br />GoaZs. Develop and manage the transportation network to provide safe <br />and convenient access to and between points within Anoka County and to <br />the rest of the metropolitan area and to the entire State, while re- <br />ducing and, where possible, eliminating the undesirable effects to <br />transportation facilities which pass through the County. <br /> <br />Objectives. The objectives which follow are an interpretation of the <br />critical transportation planning needs of the County. <br /> <br />1. Provision of an efficient transportation system which: <br /> <br />a. Connects communities within the County and adjacent counties. <br /> <br />b.
