The addition of routes to the Minor Arterial System, beyond those <br />identified in this plan, should not be condoned unless they are <br />required to satisfy other County goals and serve the arterial <br />function defined under the functional hierarchy of streets. <br /> <br />3. Collector System <br /> <br />The Collector System should be primarily the responsibility of <br />the municipalities; however, all collectors are not located <br />in municipalities and some municipalities do not have the <br />financial capability to develop and maintain a Collector <br />System. Therefore: <br /> <br />(1) <br /> <br />Existing county routes located in a municipality <br />that serves a collector function should be turned <br />back to the municipality if it is eligible for <br />Municipal State Aid funds. <br /> <br />The County should construct and maintain, as <br />their County Road system, collector roads and <br />streets in those areas of the County not eligible <br />for Municipal State Aid with the understanding <br />that they will revert to municipal jurisdiction <br />when growth qualifies the municipality for State <br />Aid. <br /> <br />Only those collector routes which actually serve a collector <br />function, as defined in the section of hierarchy of streets, <br />should be added to the County Road system. <br /> <br />4. Local Systems <br /> <br /> a. Ail local roads and streets should be the responsibility of <br /> the municipalities and townships. <br /> <br />b. Local roads and streets presently on the County Road system <br /> should be turned back to local jurisdiction as soon as possible. <br /> <br />The County should work with the municiaplities and townships <br />in developing standards whereby developers are required to <br />provide local roads and streets as part of their development <br />package. <br /> <br />Elements of the Plan <br /> <br />The following Table 3 and Figure 14 define specifically the functions <br />that all of the routes on the present CSAH and C.R. systems are recom- <br />mended to assume as the plan is implemented. For purposes of easy <br />identification all route segments are listed under the municiaplity or <br /> <br />49 <br /> <br /> <br />
