The addition of routes to the Minor Arterial System, beyond those identified in this plan, should not be condoned unless they are required to satisfy other County goals and serve the arterial function defined under the functional hierarchy of streets. 3. Collector System The Collector System should be primarily the responsibility of the municipalities; however, all collectors are not located in municipalities and some municipalities do not have the financial capability to develop and maintain a Collector System. Therefore: (1) Existing county routes located in a municipality that serves a collector function should be turned back to the municipality if it is eligible for Municipal State Aid funds. The County should construct and maintain, as their County Road system, collector roads and streets in those areas of the County not eligible for Municipal State Aid with the understanding that they will revert to municipal jurisdiction when growth qualifies the municipality for State Aid. Only those collector routes which actually serve a collector function, as defined in the section of hierarchy of streets, should be added to the County Road system. 4. Local Systems a. Ail local roads and streets should be the responsibility of the municipalities and townships. b. Local roads and streets presently on the County Road system should be turned back to local jurisdiction as soon as possible. The County should work with the municiaplities and townships in developing standards whereby developers are required to provide local roads and streets as part of their development package. Elements of the Plan The following Table 3 and Figure 14 define specifically the functions that all of the routes on the present CSAH and C.R. systems are recom- mended to assume as the plan is implemented.
