financial aid available with which to construct and maintain a Collector <br />System. This plan, therefore, develops in a succeeding section a recom- <br />mended functional to jurisdictional implementation strategy. <br /> <br />Local Roads and Streets. The Local System should be the responsibility <br />of the lowest level of governmental unit within which the facility is <br />located, i.e. municipality or township. There are presently some C.R.'s <br />which are serving as local roads. A strategy for disposing of these <br />roads is recommended in the succeeding section. <br /> <br />Plan Implementatio~n Strategy <br /> <br />This section of the plan presents a recommended strategy to be utilized <br />as a means of implementing the transition of the functional plan into <br />jurisdictional systems. This transition must be accomplished incremen- <br />tally over an extended period of time. It cannot be accomplished entirely <br />until full urbanization of the County occurs and, therefore, if full <br />urbanization does not occur, the total transition may be unattainable. <br />This fact does not, however, invalidate the strategy in that firm guide- <br />lines are provided for decision-making as development occurs and additional <br />County Roads are requested and/or required. <br /> <br />Functional to Jurisdictional Transition Strategy <br /> <br />1. Principal Arterial Sy?te~ <br /> <br />This system should be the responsibility of an agency having <br />greater geographical responsibility than the County. At the <br />present time this responsibility would lie with the State <br />Highway Department. <br /> <br />Continuing efforts should be made by the County to transfer <br />the jurisdiction of any County Roads identified as Principal <br />Arterials to the State Highway System. <br /> <br />New Principal Arterial Routes which may be developed as part of <br />contiguous urbanization, such as the Northtown, should not be <br />accepted by the County as its responsibility. <br /> <br />2. Minor Arterial System <br /> <br />The Minor Arterial System should be the responsibility of the <br />County and should comprise the County State Aid Highway System. <br />Efforts should be made to make these systems identical as <br />routes are developed and CSAH revisions are negotiated with <br />the State Aid Division of the Minnesota Highway Department. <br /> <br />! <br />I <br /> <br />I <br />I <br />I <br /> <br />! <br />! <br /> <br />48 <br /> <br /> <br />
