Basically along present alignment. <br /> <br />Minor Arter/aZ System. The Minor Arterial System is designed to be the <br />"backbone" of the County thoroughfare system and, as such, is located <br />and spaced to carry the major portion of the intra-county traffic. (The <br />plan map is presented in Figure 18 following the text). <br /> <br />Total new route segment mileage is only 47.8 miles; however, the addition <br />of this new route segment mileage vastly increases the system's capacity <br />and provides the system with the continuity it presently lacks. The <br />addition of these new route segments does not imply that the total road- <br />way mileage, which would be the responsibility of the County will have <br />to continue to grow. The next section of this plan functionally clas- <br />sifies the entire County system in terms of this plan and presents <br />recommendations toward controlling the mileage of the system which is to <br />be the County's responsibility. <br /> <br />The present mileage of the existing County system is divided into two <br />categories, County State Aid Highways (CSAH) and County Roads (C.R.). <br />The total mileage of the CSAH system is 241.S and of the C.R. system <br />is 161.2. This plan attempts to relate the function of the system <br />with the jurisdiction of the system and, therefore, generally equates <br />the CSAH system to the Minor Arterial System. While this may not be <br />possible to accomplish immediately, the County should begin to incre- <br />mentally establish this relationship as approvals for system revisions <br />can be negotiated with the State Aid Division of the Minnesota Highway <br />Department. <br /> <br />The Colleator System. As discussed in the previous section which <br />describes the Minor Arterial System, this plan generally equates the <br />CSAH system to the Minor Arterial System. Therefore, it follows that <br />the C.R. system should generally equate to the Collector System. This <br />operation, however, is not as straight-forward as that for Minor Arterial <br />and CSAH. It is complicated by the fact that there are not only local <br />roads on the present C.R. system, but there are also collectors on the <br />MSA (Municipal State Aid) system. <br /> <br />The collector is that element of the total road system whose function is <br />to collect local road traffic and "feed" it to the Minor Arterial System. <br />This function tends to indicate a municipal responsibility. However, in <br />a large area of the County, that is, in areas which are not incorporated <br />and do not have a population which exceeds 5,000, there is no state <br /> <br />47 <br /> <br /> <br />
