F 0 RWA RD <br /> <br />Although Anoka County has participated for many years in the <br />development of a metropolitan areawide transportation plan, this <br />is the County's first step in its own transportation planning <br />process. Upon adoption of this plan subsequent steps will include <br />the tools for achievement of the objectives of staged development <br />to direct growth. These steps will incorporate the suggestions of <br />the Metropolitan Council's Development Framework. <br /> <br />The planning process which served to develop this report was begun <br />in November, 1970 and scheduled for completion in August, 1971. <br />However, due to unforeseen delays final printing was not accomplished <br />until 1974. It is realized by the County Board that signficant <br />changes have occurred in land uses as well as in public opinion <br />regarding the environment, energy conservation, and development <br />goals. The County Board still feels that the concepts which are <br />basic to this plan were valid when the planning process was initiated <br />and remain valid with the new citizen awareness. <br /> <br />In lieu of a public hearing, an excess of 25 meetings were held with <br />municipal and township officials as well as interested citizen <br />groups. Existing and planned future roadways of adjacent counties <br />were also reviewed during the Anoka County planning process. In <br />addition,'in processing this report through the Metropolitan Council, <br />interested groups were given an opportunity to react and comment on <br />the final draft. This review period exceeded the 90 day requirement. <br />This plan was also reviewed by the Metropolitan Transportation Board. <br />The current transportation chapter of the Metropolitan Development <br />Guide has been adopted since the development of this plan. No <br />kno~ conflicts exist between these two documents. <br /> <br />Subsequent to the development of the Anoka County Thoroughfare Plan, <br />the Metropolitan Transit Commission conducted a route ridership <br />study. The County played an important role in this study and the <br />study has not yet been finalized. Upon completion and adoption of <br />this study,the recommended standards for design and maintenance for <br />transit facilities will be utilized by Anoka County in the develop- <br />ment of layouts and construction drawings for County roadway capital <br />improvements. As layouts are developed consideration will also be <br />given to providing right of way for the construction of bicycle <br />paths, walking trails, and other pedestrian facilities, where <br />approprJ, ate. These layouts and construction documents will be <br />prepared with extreme concern for environmental considerations. <br />This is especially true in the particularly sensitive portions <br />of Anoka County near and adjacent to game reserves and other areas <br />of natural resources. <br /> <br />ANOKA COUNTY ~OARD OF COM~{ISSIONERS <br /> <br />vii <br /> <br /> <br />
