I <br />SUMMARY <br /> <br />Anoka County is one of the fastest growing counties within the Twin <br />Cities Metropolitan Area. Because of this rapid urbanization and the <br />subsequent need to develop a supportive thoroughfare system, the Anoka <br />County Board of Commissioners retained Barton-Aschman Associates, Inc. <br />to assist them in the development of a County Thoroughfare Plan. A <br />summary of the major findings and recommendations follows: <br /> <br />Findings <br /> <br />Anoka County, with the exception if its southern panhandle, <br />is sparsely developed with population densities of less than <br />1,000 per square mile. However, during the last decade, Anoka <br />County achieved the largest percentage population increase of <br />any county in the State of Minnesota. <br /> <br />An analysis of development problems, attributable to soil and <br />high water table conditions, indicates that at least 27% of <br />the County is not readily adaptable for urban development <br />except for scattered small site development. <br /> <br />The existing transportation system, which is composed of two <br />major regional facilities diagonally traversing the southern <br />reaches of the County, has increased the regional accessibility <br />of the County but has at the same time become a man-made physical <br />barrier to the continuity of the local road systems required to <br />support uDbanization. <br /> <br />Anoka County has four areas which each exhibit distinctly <br />different development patterns: <br /> <br />a. The northern tier of local governing units are <br /> generally rural and are expected to remain so for <br /> the planning period. <br /> <br />b. The southeastern portion is relatively undeveloped <br /> except for urbanization occurring along the major <br /> access routes. <br /> <br /> <br />
