20. "Right-of-way" is the area within the limits of a street, <br />alley, pedestrian way, thoroughfare or easement. <br /> <br />21. "Streets": <br /> <br /> a. "Street" is a public right-of-way affording primary <br /> access by pedestrians and vehicles abutting properties-', <br /> whether designated a's a street, highway, thoroughfare, <br /> parkway, road, avenue, or however otherwise designated. <br />b. "Collector street" is a street which carries traffic <br /> from minor streets to thoroughfares. It includes the <br /> princ~pa] entrance streets of a residential develop- <br /> ment and streets for circulation within such a devel- <br /> opment. <br />c. "Cul-de-sac" is a street with only one outlet and <br /> having an appropriate terminal for the safe and <br /> convenient reversal of traffic movement. <br />d. "Minor street" is a street used primarily for access <br /> to the abutting properties and the local needs of a <br /> neighborhood. <br />e. "Service street", "lane" or "road" is a street which <br /> is adjacent to a thoroughfare and which provides <br /> access to abutting properties and protection from <br /> through traffic. <br />f. "Street width" is the shortest distance between the <br /> lot lines delineating the right-of-way of a street. <br />g. "Thoroughfare" is a street primarily designed to <br /> carry large volumes of traffic and serves as an <br /> arterial traffic way between various districts of <br /> the city. <br /> <br /> 22. "Subdivider" is a person, firm or corporation having <br />sufficient proprietary interest in land in order to subdivide the same <br />under this chapter. <br /> <br /> 23. "Subdivision" is the division of a tract of land into <br />two (2) or more lots or parcels of land for the purpose of transfer of <br />ownership or building development. The term includes resubdivision <br />and, when appropriate to the context, shall relate to the process of <br />subdividing or to the land subdivided. <br /> <br />170.0 3.5 SKIiTG'I PI.AN <br /> <br />170.05SA PROCEDURE <br /> <br />Prior to dividing any tract of land into two or more lots or parcels <br />of ].and, the subdivider shall submit a sketch plan for review by the <br />planning commission. At the time of submission of the sketch plan, <br />the subdivider of the land convered by the sketch plan shall submit <br />a petition for rezoning to the proposed use of said land, if the land <br />is not already so zoned. The owner of said land shall join in said <br />petition. <br /> <br /> 1. The subdivider shall file five (5) copies of the sketch <br />plan with the zoning officer at least twenty-one (21) calendar days <br />before the next regular monthly meeting of the planning commission at, <br />which meeting said sketch plan shall be considered. <br /> <br /> <br />
