Religious meeting or tent or other temporary structure for a period not to exceed .sixty (60) days. l?0.0]?I) ISSUANCE The temporary conditional 'use permit may be issued by the zoning o£ficer, subject to approval by the city council. 170.018 t©ARD OF ADJUSTMENT AND VARIANCES ]70.018A BO/~RI) OF ALUUSTbIEArF In accordance with Minnesota Statutes 462.35i to 462.364, a Board of Adjustment shall be appointed by the city council. The Board of Adjust- ment shall elect a chairman and vice-cbairman and appoint a secretary. It shall hold meetings, keep minutes and, pursuant to notice, shall conduct hearings, take testimony under oath, and render decisions in writing withSn forty-five (45) days after the hearing or continued hearing. A fee shall be charged in accordance with a schedule annually affixed by resolution for any appeal or proceeding filed with the Board of Adjustment. 170.0] 8B APPEALS The Board of Adjustment shall have the power to hear and decide appeals from any order, requirement, decision, grant, or refusal made by the zoning officer in the administration of this chapter. An appeal shall be in writing and filed in duplicate with the zoning officer. Within ten (lO) days after filing of the appeal, the zoning officer shall transmit to the Board oI Adjustment all papers involved in the proceed- ings. Upon receipt of this material, the Board of.Adjustment shall set a hearing date and give notice by mail of the time, place and purpose thereof to the appellant and to the zoning officer. The Board of Adjustment may reverse or affirm wholly or in part any ruling, decision, or determination of the zoning officer and may issue or direct the ~ssuance of a'permit. The decision of the Board of Adjust- ment may be appealed to the city council if the city council is not the Board of Adjustment, and its decision may be appealed to the District Court. 170.018C VARIANCES PURPOSE The purpose of this section is to provide the City of Ramsey with an opportunity for amelioration of unnecessary hardships resulting from the rigid enforcement of its broad zoning ordinance. This variance provision authorizes the Board of Adjustment to permit a particular property to be used in a manner forbidden by the ordinance by varying the terms of the ordinance. 170.0] 8D VAR].ANO~ LIMITATION The Board of Adjustment, upon appeal, shall have the power to authorize variances from certain requirements of this ordinance. Variances shall pertain only to the physical characteristics of the land or structures to be built thereon, such as area, height, extent of lot
