P& Z-1- <br />8/7/78 <br /> <br />Planning & Zoning <br /> City of Ramsey <br />County of Anoka <br />State of Minnesota <br /> <br />A regular meeting., of the ~amsey City Planning & Zoning Commission was <br />held on August 7, 1978 at Ramsey City Hall, 15153 Nowthen Boulevard. <br />Meeting was called to order by Chairman Ken Peterson at 7:30 p,m. with <br />the following in attendance: <br /> <br />Kenneth Peterson <br />A1 Sort~berg <br />Kathy Schneider <br /> <br />Gerald Zi~merman <br />Arthur Dunn - <br />Ronald West <br /> <br />Also present: <br />Clayton Berg, Bldg. Off. <br />Lloyd Schnelle~ Adm. <br /> <br />Item t. .Public Hearin~ - PhilliR Kerssen. <br /> <br />Chairman Ken Peterson called the Public Hearing at 7:35 by explaining <br />the reason for a hes. rf.n7 and asking Mr. Kerssen to briefly explain his <br />request. Mr. Kerssen stated that he v~shed to build and sell trailers <br />on his property at 1&765 Nowthen Blvd, and that he would be taking items <br />such ss tractors, used cars, eot. in trade. As there was no one present <br />with any comments, the Public Hearing closed at 7:40 p.m. <br /> <br />Chairman Ken Peterson called the regular meeting back to order and ex- <br />plained that he and Clayton Berg had driven through the property, and <br />tb~t there were some specific conditions to consider. <br /> <br />Mr. Kerssen stated that he felt it would be profitable for the City to <br />rezona this parcel. Ken Peterson e×p!ained that if the property were <br />rezoned UL?B, Mr. Kerssen would not be allowed to manufacture the trailers <br />without a special perr~it. Mr. Kerssen asked if he did obtain just a <br />conditional use permit, could he still rezone at some later time? <br />Art Dunn and Clayton Berg explained that in the event the property was <br />rezoned, Mr. Kerssen could obtain a permit to both manufacture and sell~ <br />and that the conditional use permit was a temporary step and would not <br />interfere with any atte~ to rezone. Ken Peterson suggested that if <br />Mr. Kerssen wanted to rezone~ that he plat the entire parcel showing the <br />U~ ~ortion and any R-1 if desired. <br /> <br />Rom 'Vent asked to see the pictures Mr. Kerssen had of the trailers, and <br />Art Dunn asked how many trailers were built per week. Mr. Kerssen e×- <br />plafn~d that he is presently working on them in Coon Rapids and usually <br />builds two trailers per week~ but hopes to have at least 6 in stock~ but <br />presently is behind on orders. <br /> <br />Ken Peterson explained the need to establish mutual conditions, and <br />e×plained that he was concerned with the type of items that may be taken in <br />trade. Gerry Zi~'~merman questioned the number of ~tems that would be on <br />display,- and Mr. Ke'rssen. egplain~d~ th~ ,area for. 'stor'ag~:,-O:'f'-i'te~'s':'t~k'~n:--~ <br />in trade. Mr. Kerssen stated that he would be leveling an area behind <br />his barn for storage. Rom West explai, ne~ that he felt a need to limit <br />the number of any item. Art Dunn stated that he would be comfortable <br />with no more than 10 items with trade-ins stored behind barn. After <br />discussion, Art Dunn said that if the items were adequately screened~ <br />there would be no need to limit the number. <br /> <br /> <br />
