P& Z-1- <br />8/~i/78 <br /> <br />PLANNING & ZONING <br /> City of Ramsey <br />County of Anoka <br />State of Minnesota <br /> <br />A special meeting .of the Ramsey City Planning and Zoning Commission was <br />held on Aufust 21, 1978 at Ramsey City Hall, 15153 Nowthen Boulevard. <br />Meeting was called to order by Chairman Ken Peterson at 7:40 p.m. with <br />the followin~ in attendance: <br /> <br />Kenneth Peterson <br />Kathy Scneider <br /> <br />Gerald Zimmerman <br />Arthur Dunn <br /> <br />Also present: <br />Clayton Berg~ Bldg. Off. <br /> <br />Item 1. Discussion of Park fee. <br /> <br />Mr. Dennis Donovan and John Lichter were present to discuss with the <br />P ~ Z Commission the formula used for deter~ining thc Park fee on a <br />subdivision in the rural area. Mr. Donovan explained that they had <br />examined several other cities park fee System and found Ramsey' : to be <br />equivilent. Art Dunn asked if any of the cities examined had entire areas <br />in a rural service area.. Mr. Donovan explained that they did not want to <br />make e×ceptions to the ordinance since the City was in need of monies for <br />the Parks. After further discussion, it was suggested that the P & R <br />Commission contact Burns, Andover, and St. Francis in regards to their <br />park fee. Ken Peterson e×plained that the P & Z Commission realizes the <br />nc'ed for mark funds~ and was looking forward to sitting down and discus- <br />s~ng th~s ~atter again after more input was received. Art Dunn agreed that <br />fees are necessary~ but due at present to iow density in the rural area~ <br />the fee formula is appearing to be too harsh in this section of the city. <br /> <br />Item ~. Variance re.quest- Alex...Werz. <br />This request was orginally made on 8/7/78 and matter was tabled pending <br />further information from City staff and Attorney. (page 2~ item#2~ minutes <br />of 8/7/78). After examing a sections map presented by Gerry Zi~merman which <br />indicated that easments were available~ a brief discussion was held.. <br />MotJon by Art Dunn, seconded by Gerry Zimmerman to recommed to the City <br />Council to grant a variance to Alex Werz for a lot that does not comply <br />with the ordinanc~ 170.0312A requiring a lot size of at least 2~ acres <br />after April 28, 197a due to the facts that the lot at 16960 Bision was <br />purchsed by Mr. Werz in good faith, and because of'-rec¢i?ing ~oor legal <br />advice is now suffering a hardship. Motion carried 4-0. <br /> <br />Item 3. Acceptance of Magnesium Street. (off of Industry Blvd.) <br /> <br />Mr. Craig Willey~ the property owners representative was present to e×plain <br />that they were willing to handle the preparation and cost of the necessary <br />legal documents, along with ~he engineering costs. Mr. Willey stated that <br />Mr. Holm pretty much agreed to providing the necessary repairs to make the <br />road acceptable~ unless it meant an entire new road being installed. It <br />was mentioned that at present several property owners do not have legal <br />access to their property and with Magnesium being a city road~ this problem <br />would be solved. The property owners are ready to give t~e necessary ease- <br />ments to the City. There was discussion of whether core samples should be <br />taken, and it was decided that this would be irrelevant unless we intend <br />to act on the results at this time. Ken Peterson read the Engineers <br /> report and asked Mr. Wiling if they were in agreement v,~th this report. <br /> ~'.1r.
