P& Z-2- <br />8/21/78 <br /> <br />Motion by Gerry Zimmerman, seconded by Kathy Schneider to recommend to <br />the C~ty Council to accept the engineer report and recommendations in <br />regard to Mognesium Street (off of Industry Blvd.) of August 17, 1978 <br />with the exception that the cul-de-sac mentioned in #4 of engineers <br />report be changed to a temoorary turnaround consisting of class 5 with <br />a stable base. Motion carried 4-0. <br /> <br />Item 4. ~ental Clinic - Dr. T. W. Anderson. (corner of 167th & #47) <br /> <br />Mr. Pete Maatikka was present with the Engineer's report on this project, <br />and explained that since he had only been presented with a sketch plan <br />and ~ad not been aware of the exact area to be examined, ~is report <br />included'information on h'north lot which'is not under consideration at <br />this time. Consequently, item #6 and the first sentence of #8 do not <br />refer to the property which rezoning has been requested on. Mr. Raatikka <br />sta~.d that soils tests indicated a 13' water table, with sand soils, and <br />a oerc ~est of 5 minutes per inch. Gerry Zimmerman stated that he would <br />be in favor of having the front half of the prq~rty left undeveloped. <br />~'t was suggested that the actual structure be on the clay soils area to <br />allowl, the sa~d area to be used for the septic system. Dr. Anderson <br />explained that Helium Street will eventually connect with the adjacent <br />property to allow better access to that area, and that he has filed for <br />a oermit from the State Hwy. Dept. Rezoning to be from R-1 to B-1. <br /> <br />Motion by Art Dunn, seconded by Gerry Zimmerman to recommend to the <br />City Council that based on the Engineer's report of August 17~ 1978 with <br />the exception of #6 and the first sentence of #8, rezoning of this prop- <br />erty be allowed and that a development contract between the City and <br />property owners be drafted limiting the remaining undeveloped portion of <br />parcel until services are available. Motion carried 4-0. <br /> <br />The above motion was based on the follow facts: <br />1.) Only land in area adjacent to existing businesses suitable for this <br />type of facility from soil and site characteristics. <br /> <br />2.) Due to being located in immediate area of an east-west street, facility <br />will effectively service large number of residents. <br /> <br />3.) T~is type of activity woul. d not devaluate adjacent neighborhoods, and <br />would be an asset to community, and would provide good base tax. <br /> <br />4.) Turn lane and continuation of Helium Street would help eliminate <br />undesireable traffic oatterns in this area. <br /> <br />5.) this type of facility would provide suitable buffer between business <br />and residential. <br /> <br />Mr. Schnelle suggested that the Commission examine the possiblity of a <br />soecial zoning area for remaining undeveloped corners in this area. <br /> <br />Item 5' Informational <br />It was noted that each Commission member received a copy of the zoning <br />ordinance, and Mr. Schnelle asked that it be e×amined so that he could <br />answer any questions the members may have. <br /> <br />Motion by Gerry Zimmerman~ seconded by Art Dunn to adjourn.
