Review of past three months: I think we have made very significant <br />gains in many areas of the City Administration. Some of these areas are <br />as follows: <br /> <br />Legislative Agenda - The initiating of a formal agenda is really <br />~Sucating the staff and clerical personal on City standards and <br />procedures. Further, it's also making the Council and Planning <br />Commission to'focus more on their m~n ordinances. <br /> <br />b '-Budgeting and Acconnting-k- I thinkwe.-~ are makin~.~$ignifidant-: <br /> strides in this area. You now have the-Op&rational BudgeAwhich <br /> was completed on September 28, 1978.. I joined the City-on July 17, <br /> 1978, which didn'tallow for~ much time in budget preparation. .If <br /> you had been using the' States recommended procedures;~it'would-not ~ <br /> have been as difficult~ We had to revamp your whole budget format. <br /> You are only seeing the tip of the iceberg oft he work that is going <br /> into the revamping of your budget and accounting procedures. How- <br /> ever, as I complete the document, I will furnish you all with <br /> copies. <br /> <br />c. 'Ten Year-~Capital~Improvement-Budget ...... F~ankly, you are goSng to,have some <br /> serious problems when you come under the State levy limitation ' <br /> law. This will occur when you prepare your 1981 budget. <br /> <br />2. Personnel: You are accomplishing a lot with few personnel but it <br />will put a limitation on preparing for the future. It also will play <br />havoc with work routines when employees take vacation. I am also looking <br />at some innovative methods that may be used in one area. In regards to' <br />the day to day work routin~, we are following the City's Personnel Policy. <br />Hm~ever, as we develop the employees knowledge over broader areas, you will <br />desire labor cost savings. I think we are arriving at those now but they <br />are an abstract thing that I will only see. '- <br /> <br />3. Planning: The following'has been discussed in regards to Planning. <br /> <br /> a. Rnral Service Area ZoninR: Council discussed at their last regular <br /> meeting in regards to the Armstrong Case about doing away with the <br /> Rural Service Area Zoning designation or extending the Transitional <br /> Service Area to take in the Trott Brook whichis now located in the <br /> Rural Service Area. <br /> <br /> <br />
