Cotmcil members and Plan- <br />ning Commission members has discussed informally with me that maybe <br />the Plmming Commission should conduct these type of public hearings. <br />This is the only City I personally know of where the Council con- <br />ducts it. ~b/ thoughts on it is that it would be better for the <br />Pla;ming Commission to conduct them for the follmving reasons; <br />1) It usurp/s too much of the Council's time when you have to <br /> handle ~ broad range of things. <br /> <br />2) <br /> <br />If the Planning Commission conducted the public hearing, it <br />would give the Council more lead time to review the public <br />hearing before they would have to make their decision. <br /> <br />3) <br /> <br />It is very hard for a Commission to give concrete input to <br />the Council on a rezoning matter unless~ they conduct, the _. <br />public hearing.:, If this - is : to' be_ -changed, it ' will ': require an,.:. <br />amendment to' the .zoning 9rdinance.-- <br /> <br />c.
