Regular Council <br />Page 7 <br />November 13, 1978 <br /> <br />2. rfhat applicant appeared before the Planning and Zoning Commission on <br />September 1], 1978 at which time the Commission adopted findings of fact <br />and a motion, ~ich findings of fact are hereby incorporated by reference. <br />Said findings were further amended on November 6, 1978, which amendment <br />if incorporated herein by reference. <br /> <br />3. That the City Council held a public hearing on the application, pursuant <br />to the City Zoning Chapter. That said public hearing was properly advert- <br />ised and was held on October 10, 1978. That the minutes of that public <br />hearing are hereby incorporated by reference. <br /> <br />4. That the proposed development area change would be an amendment to the <br />City's Comprehensive Plan as amended. <br /> <br />5. That a substantial portion subject area is adjacent to Trott Brook. <br /> <br />6. That it is a goal of the City's Planning Process to preserve to the ex- <br />tend possible the asthetic and environmental qualities of the areas~adjacent~ <br />to Trott Brook. <br /> <br />7. That the Rural Service Area requires a minimum.10~acre~lot~ size,~the~-~ <br />Transition arearequires a 2½ acre lot size-minimum,~ <br /> <br />8. That the City Ordinance and State Law do not require platting for parcels~ <br />in excess of 5 acres in size, and therefore, the City has limited platting <br />and consequent planning authority for parcels subdivided into sizes larger <br />than 5 acres, which means the city has little planning authority regarding <br />any of the subdividing of parcels in the Rural Service Area. <br /> <br />9.' That concerning the~Trott Brook areas-, the City, is.most desirous of ob- <br />taining~plattings.controlsiregarding, park.dedication¥~design?configuFation~ <br />of lots'and locating' of dwellings"on parcels~subdivided;~~ <br /> <br />10. That the' City's Engineer advises that to reduce-lot-sizes from 10~acre <br />minimum to 2½ acre minimum, in and of itself willnot hasten the-need-for- <br />sewer services to such 2½ acre size lots. <br /> <br />11. That past experience shows that 2½ acre plats are not prevelent in the <br />City's Transition Area and few such 2½ acre plats have been presented to <br />the City, therefore, the City Council determines that the proposed change <br />would not substantially and adversely increase the City's population <br />density. <br /> <br />12. That the proposed Development Area amendment will not adverself affect <br />the City's health, safety and welfare. <br /> <br />Motion carried. Voting yes Councilman Gamec, Councilman Mickelson, Council- <br />man Reimann, Councilman Muller and Mayor Cox. Voting no'None. <br /> <br />Motion by Councilman Reimann and seconded by Councilman Mickelson to adopt <br />Ordinance #78-5 Amendment to Chapter 170.01, which is known as the Zoning <br />Chapter of the City Code of Ramsey, Minnesota, and an ordinance ameBding <br /> <br /> <br />
